SEPTA is at the forefront of innovation in the transit industry, ensuring reliable and efficient services while driving economic growth in the Philadelphia region.\n \nWe are proud to be recognized as:\n \n2023 FORBES Best in State Employer\n \nPhiladelphia Employer of Choice for 2024\n \nWe are seeking to hire candidates for our Emergency Management - Safety Officer. \n \nOpening Date: 03/16/2026\n \nClosing Date: 03/23/2026\n \nJob Grade: SAM 40\n \nSalary Range: $82,342.00-$102,908.00 \n \nOVERALL DESCRIPTION\n \nThe Safety Officer will coordinate and cooperate with all levels of Authority management and collective bargaining unit employees to provide expert assistance toward identifying, assessing, and prioritizing line management's prevention of safety, health, and environmental hazards. The Safety Officer must be able to satisfy rigorous and demanding work schedules, which include non-traditional working hours (nights and weekends), and short-term deadlines.\n \nThe Safety Officer's work effort will be concentrated in one of the five (5) primary specialty areas; Operational Safety, Occupational Safety and Health, Construction Safety, Accident Prevention and Investigation, and/or Safety Regulatory Compliance. To maintain a diverse and broad level of subject matter expertise that is needed to perform all the Division's responsibilities, the required expertise and responsibilities will vary for each hire and be based on the current status of vacancies and needs of the division.\n \nBased on the vacancies and needs of the Division. The Safety Officer will be required to be experienced in one of these five (5) areas and would be expected to perform functions based on the specific responsibilities selected for the position at that time and identified in the job posting. The Chief Safety Officer, Deputy Chief Safety Officer, System Safety and/or the Department Director will make this determination of what responsibilities are required based on the current staffing needs at the time of posting.\n \nSPECIFIC RESPONSIBILITIES\n \nEmergency Management Specialist - Test, Training and Exercise\n\n Develops, delivers, and disseminates emergency planning and preparedness educational materials, training, exercises, and other forms of preparedness assistance. \n Implements T,T,E program to engage all stakeholders in reducing the frequency, severity, and cost of disasters, injuries, fatalities, and impact on SEPTA assets and infrastructure.\n Plans, coordinates, and evaluates drills and exercises, including tabletop and full-scale exercises,applying HSEEP methodology, to test emergency plans and SEPTA's response capabilities.\n Develops post-exercise after-action reports and conferences and updates Authority plans and procedures accordingly.\n Creates and maintains a Multi-Year Training and Exercise plan for SEPTA.\n Reviews state and federal guidelines and procedures related to preparedness and exercise design and implementation to identify new/updated practices, procedures and recommendations.\n Participates in SEPTA committees and task forces as directed.\n Maintains detailed records of emergency events, training sessions, and exercises. Prepares reports for SEPTA leadership and external regulatory agencies as directed.\n Conducts regular reviews and assessments of emergency preparedness programs and identifies areas for improvement. Recommends enhancements to SEPTA's emergency management programs to improve response effectiveness.\n Ability to apply judgment and discretion in resolving problems and interpreting policies and regulations. \n Ability to develop and maintain effective working relationships with other staff and external elements.\n Ability to communicate effectively, both orally and in writing, and make effective presentations of technical, complex, and sometimes controversial information.\n \nQUALIFICATIONS AND EXPERIENCE\n \nEmergency Management Specialist - Test, Training and Exercise\n\n Bachelor's Degree in (Safety Management, Operations Management, Emergency Management, Public Health, Business Management, Quality Management, Systems Management) preferred, or related field; five (5) years' experience in Emergency Management, Public Health Preparedness, System Safety, , or related industries, including applications related to Military or Law Enforcement experience\n Experience developing and implementing HSEEP-structured emergency preparedness functional exercises required. \n An equivalent combination of experience and education (one year of formal education equating to two years of work experience) may be considered in lieu of the above requirements.\n Must possess a valid driver's license.\n Experience in Public Transportation Industry preferred.\n Must demonstrate the ability to pursue/perform multiple tasks simultaneously.\n Must have excellent verbal and strong technical writing skills.\n PC experience with MS Word, Excel, PowerPoint required.\n \nWhy Join Our Team?
