The CSTI Hazardous Materials Program provides comprehensive training designed to prepare emergency responders to safely and effectively manage hazardous materials incidents. The Program aligns with state and federal standards, including California Specialized Training Institute guidelines and Occupational Safety and Health Administration (OSHA) regulations. Our Program offers a variety of Pro Board-certified courses through direct delivery and our outreach program.

This unit introduces students to recognizing, identifying, and mitigating hazardous material threats across a variety of emergency scenarios. Emphasis is placed on responder safety, risk assessment, and the implementation of appropriate control strategies. Participants in our training will develop skills in the use of personal protective equipment (PPE), decontamination procedures, and incident command within the Incident Command System (ICS), as well as in other advanced operational techniques.

Instruction combines classroom learning with practical, scenario-based exercises to reinforce decision-making and operational readiness. Topics may include chemical properties and behavior, detection and monitoring equipment, regulatory compliance, interagency coordination, and, when necessary, evacuation planning.

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire and rescue, and crisis communications.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Training and Development (T&D): T&D assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.The duration may also be the length of experience needed to meet the minimum qualifications.
