The Regional Hospital Training Center (HTC) Coordinator will oversee the operation of the HTC, based at Albany Medical Center (AMC). This position will collaborate with the New York State Department of Health (NYS DOH) and the regional preparedness coalition partners to facilitate and support preparedness training, as described in the NYS DOH HTC grant deliverables. This position will assure that the grant deliverables are met within the required time frames, and that reports are completed as scheduled by NYS DOH. This is a grant-funded position. The current HTC contract includes 4 annual renewals, ending June 30, 2027. Renewals are dependent upon satisfactory performance and continued funding, as determined by NYS DOH. At the end of that contract period, it is anticipated that AMC will apply for an additional 5-year contracts as they are announced by NYS DOH.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

• Provide full programmatic support to the mission and goals of the HTC for the counties included in the HTC region, according to the HTC grant deliverables. (50%)
• Develop, implement, and guide key specific programs within the HTC. Manage various facets to include education, training, outreach, and program development.
• Provide ongoing evaluation of the program, and periodically develops required reports/summaries of program accomplishments.
• Utilize critical thinking skills to collaborate with regional partners in the development and evaluation of regional training programs.
• Plan and execute activities to successfully complete grant-related deliverables and related activities as guided by the NYS DOH.
• Build and maintain relationships with appropriate planning and response partners to include hospitals, local health departments, county offices of emergency management, long term care facilities, and others as necessary for emergency planning and response activities to assess and address their training needs within the parameters of the HTC grant deliverables. Some travel required.
• Develop and manage required documentation for grant deliverables for the HTC.
• Prepare HTC grant budget and maintain spending within grant guidelines and deliverables.
• Recommend grant purchases to benefit regional partners and further region's preparedness training needs, and within grant guidelines and deliverables.
• Represent the HTC in appropriate work groups and meetings, as necessary to facilitate successful completion of HTC grant deliverables.
• Complete and submit documentation and vouchers as required by HTC grant deliverables.
• Provide expertise and feedback to government agencies concerning feasibility of proposed grant deliverable changes.
• Provide support to the Emergency Management program at Albany Medical Center Hospital, to include: developing preparedness training programs, developing and executing drills and exercises, participate in developing and monitoring after-action reviews, hazard vulnerability analysis, emergency operations plans, and other EM activities, in conjunction with the VP of EM and the EM coordinator, support response to actual incidents and activation of the incident command system at AMCH. (50%)

COMMUNICATION SKILLS:

• Must possess the ability to respond to inquiries or concerns from members of the healthcare and preparedness community.
• Must be a competent public speaker, able to communicate effectively with large audiences.

REASONING ABILITY:

• Applicant must be able to define problems, collect data, establish facts, and draw valid conclusions; and translate abstract concepts into concrete implementations.
• Applicant must be able to evaluate large quantities of new information and use this information for planning purposes and program implementation.

TECHNICAL SKILLS:

• Applicant must possess a demonstrated knowledge of computer equipment and software including remote meeting applications (Microsoft Teams, WebEx, etc.), word processing, spreadsheet, and database applications and business applications such as Microsoft Word, Excel, and PowerPoint. Must be able to operate basic office equipment such as a copier, fax machine, scanner, etc.
• Must maintain current understanding of communications and information technology as related to emergency preparedness training and documentation.

EDUCATION AND/OR EXPERIENCE:

• Bachelor's degree preferred, preferably in a healthcare or education specialty.
• Previous experience in the area of hospital or emergency preparedness and education/training.
• Work history involving program and grant management desired
• Experience working with local, or state regulatory bodies preferred.
• Previous employment demonstrates 3-5 years of progressive experience in related field.
