The Employment and Human Services Department is currently accepting applications to fill twelve (12) vacancies for the positions of Eligibility Worker III.

Eligibility Worker III is the advanced journey-level classification in the Eligibility Worker series responsible for performing the most complex work assigned to the series. Assignments may include determining initial eligibility for three or more programs, engaging with clients to identify barriers to self- sufficiency and developing plans to remove those barriers; providing enhanced information and referral services and working with clients to ensure that connections are made; coordinating client appointments with internal and external organizations; organizing or coordinating community outreach events, and/or providing lead direction and training to staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

What you will typically be responsible for:

  • Conducting Interviews with applicants to determine eligibility and the need for public social programs and services
  • Assisting with the completion of applications and declaration forms upon which eligibility decisions are based
  • Initiating procedures to grant, modify, deny or terminate eligibility and grants for various assistance programs
  • Providing information and making routine referrals to resources available through the County and community
  • Maintaining case records and preparing detailed reports

Minimum Qualifications

Education:

  • Possession of a high school diploma, GED equivalency or a high school proficiency certificate.

Experience:

  • Four (4) years of increasingly responsible experience determining initial and/or ongoing eligibility for multiple public assistance, medical, and/or employment programs at a level equivalent to the Contra Costa County's class of Eligibility Worker II, with demonstrated competence accurately applying multiple program rules and regulations and identifying and resolving errors and discrepancies in case actions, eligibility determinations, and system output.

Licenses and Certifications:

  • Some positions may require possession of a valid California Driver's License, to be maintained throughout employment.

Selection Process

  1. Application Submission and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process. Please separate your eligibility determination roles for an accurate review. Use the supplemental questions to clearly distinguish these roles and complete them thoroughly and accurately.

  2. Online Multiple-Choice Test: Candidates who possess the minimum qualifications will be invited to participate in an online multiple-choice assessment. The assessment will measure candidates competencies as they relate to the Eligibility Worker III Classification. These may include but are not limited to: Critical Thinking, Mathematical Facility, Adaptability, Attention to Detail, Displaying Ownership, Self-Management and Writing (Weighted 100%). The assessment will be administered remotely. You will need access to a reliable internet connection and a computer to take the assessment. If you apply for another recruitment that uses this exam and the test is scheduled within 6 months of the date you took the test this time, you will not have the option to re-take the exam.

  3. Hiring Interview: Will be scheduled by the department.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

CONVICTION HISTORY

DISASTER SERVICE WORKER

All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
