Job Title: Electronics Contract Monitor

Location: Hampton, VA

Employment Type: Full-Time (W2)

GovFirst is seeking a detail-oriented and technically skilled Electronics Contract Monitor to support Intelligent Transportation Systems (ITS) and Traffic Signal operations in Hampton, VA. This position is responsible for monitoring contractor performance, overseeing quality assurance and quality control (QA/QC), reviewing maintenance and repair activities, supporting project planning, and ensuring compliance with VDOT contract requirements. The successful candidate will also provide technical support for the operation and security of roadside transportation technology assets.

Responsibilities:

  • Monitor contractor performance to ensure compliance with contract requirements, specifications, and project schedules.

  • Review, inspect, and document contractor-performed maintenance, repairs, and installations of ITS and Traffic Signal assets.

  • Perform quality assurance and quality control (QA/QC) inspections of completed work.

  • Identify deficiencies and coordinate corrective actions with contractors and project management.

  • Verify contractor compliance with applicable safety standards, engineering specifications, and VDOT requirements.

  • Assist with planning maintenance activities, project schedules, and development of project task orders.

  • Provide technical support for roadside Operations Technology (OT) systems, including Intelligent Transportation Systems (ITS) and Traffic Signal infrastructure.

  • Support maintenance planning and asset lifecycle management.

  • Coordinate with contractors, engineers, technicians, and client representatives to ensure efficient project execution.

  • Assist with troubleshooting operational issues involving ITS and Traffic Signal assets.

  • Review contractor invoices for accuracy and contract compliance prior to approval.

  • Review contractor progress reports, maintenance documentation, inspection records, and supporting project documentation.

  • Maintain detailed inspection records, project files, and contract documentation.

  • Prepare reports summarizing contractor performance, inspection findings, and project status.

  • Support project managers with contract administration and performance tracking.

  • Participate in project meetings and provide technical recommendations.

  • Maintain effective communication with contractors, VDOT personnel, and internal project teams.

  • Perform additional duties as assigned by supervisors or project management.



Requirements

Required Qualifications:

  • Experience monitoring contractor performance on transportation, electrical, ITS, or infrastructure maintenance projects.

  • Knowledge of Intelligent Transportation Systems (ITS), Traffic Signal systems, roadway electrical infrastructure, or Operations Technology (OT) assets.

  • Experience conducting inspections, quality assurance (QA), and quality control (QC) activities.

  • Ability to interpret project specifications, maintenance standards, engineering drawings, and technical documentation.

  • Experience reviewing contractor invoices, work orders, progress reports, and project documentation.

  • Strong analytical, organizational, and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Ability to work independently while coordinating with multiple stakeholders.

  • Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

Required Education & Credentials:

  • High School Diploma or GED required.

  • Associate's or Bachelor's degree in Engineering, Engineering Technology, Construction Management, Electronics, or a related technical field preferred.

  • Equivalent technical experience may be considered.

Required Work Authorization:

  • Must be a U.S. Citizen.

Required Licenses, Certifications & Screening:

  • Valid driver's license required.

  • Fingerprint-based Criminal History Records Check (CHRC) required.

  • Pre-employment drug screening required.
