Who we are and what we do:

The mission of the Tennessee Department of Correction (TDOC) is to operate safe and secure prisons and provide effective community supervision in order to enhance public safety. The department manages and operates or oversees 14 state prisons housing approximately 21,000 offenders. In addition, the department supervises some 79,000 offenders on probation, parole, or community correction and operates six Day Reporting/Community Resource Centers across the state. The department is fully accredited by the American Correctional Association (ACA).

Job Overview:

Under general supervision, performs advanced electronic security systems management work of considerable difficulty and strategic importance. This role provides statewide leadership for Electronic Security Systems operations, staff, and infrastructure within an ITS and/or correctional/state government environment.

The incumbent oversees system design, implementation, maintenance, and support for electronic security technologies, including fence detection, video surveillance, access control, and supporting IT infrastructure. This position also provides fourth-level technical support and ensures alignment with agency policies, security standards, and operational needs.

This classification differs from the Electronic Security Systems Supervisor by having statewide managerial responsibility, broader strategic oversight, and accountability for policy, planning, and cross-agency coordination.

Key Responsibilities:

Strategic Planning & System Improvement

  • Develop and implement statewide strategic plans for electronic security systems, including modernization, expansion, and integration initiatives within a correctional and/or state government environment.

Project & Program Management

  • Lead and manage project timelines, resources, and deliverables. Communicate effectively with stakeholders, ensuring projects are completed on time and aligned with operational priorities.

System Design & Engineering

  • Design and develop programmable logic controllers (PLCs) and associated systems supporting door control, video monitoring, intercoms, panic alarms, and other security technologies.

Software & Systems Development

  • Oversee or contribute to the development of software applications and operating systems supporting security infrastructure and automation within the Department of Correction and broader ITS ecosystem.

Policy, Standards & Governance

  • Develop, implement, and enforce policies, procedures, and technical standards for electronic security and IT systems to ensure compliance, reliability, and security across statewide operations.

Network & Systems Administration Oversight

  • Establish and maintain best practices for network administration, including performance monitoring, incident management, cybersecurity, and system optimization.

Installation & Infrastructure Management

  • Oversee fabrication, installation, and integration of electronic security components (e.g., PLCs, racks, control systems) into operational environments.

Documentation & Knowledge Management

  • Develop and maintain detailed technical documentation, installation guides, and system procedures to support consistent statewide implementation and support.

Incident & Problem Management

  • Maintain and oversee problem management systems, including helpdesk ticketing, incident tracking, and resolution documentation, ensuring accuracy and data integrity.

Continuous Improvement & Analytics

  • Analyze trouble tickets and system performance data to identify trends, improve service delivery, and proactively address system vulnerabilities or inefficiencies.

Customer Service & Stakeholder Engagement

  • Ensure delivery of high-quality customer service to internal stakeholders, including facility staff, leadership, and non-technical users. Promote clear communication, responsiveness, and user-focused solutions in a correctional and/or state government environment.

Minimum Qualifications:

Education & Experience:

  • Bachelor''s degree from an accredited college or university, and Five (5) years of experience in one or more of the following areas: Industrial automation systems/software development; Industrial electronics design, installation, or repair; Low-voltage alarms, surveillance, and access control systems; IT infrastructure (servers, operating systems, network devices, wireless systems); Security electronics systems support and troubleshooting

  • At least one (1) year of supervisory experience required

  • Experience in an ITS and/or correctional/state government environment preferred

Substitution:

  • An associates degree in IT, electronics, software development, or a related field may substitute for the bachelor''s degree.
