Job Summary
The Electrical & Instrumentation Coordinator represents the owner/operator during the construction of a petrochemical facility, ensuring all E&I systems are installed, tested, and commissioned in accordance with project specifications, company standards, and long-term operational requirements. This role emphasizes contractor oversight, quality assurance, and readiness for safe startup and reliable operations.
Key Responsibilities
Owner Representation & Oversight
- Act as the primary E&I field representative for the owner/operator.
- Monitor EPC contractors and subcontractors to ensure compliance with project specifications, company standards, and contractual requirements.
- Provide technical guidance and clarification to contractors while maintaining scope boundaries.
- Review and approve contractor work plans, RFIs, method statements, and redline drawings.
Construction Assurance
- Verify installation of electrical systems (power distribution, MCCs, cable trays, grounding) and instrumentation (field devices, control valves, analyzers).
- Ensure compliance with approved IFC drawings, P&IDs, loop diagrams, and vendor documentation.
- Conduct field walkdowns and audits to confirm work quality and completeness.
Quality & Turnover Readiness
- Witness inspections, testing, and calibration activities (e.g., loop checks, megger testing, instrument calibration).
- Manage punch lists and verify closeout prior to system turnover.
- Ensure all E&I documentation is complete and accurate for handover (as-builts, test records, QA/QC dossiers).
Commissioning & Startup Support
- Coordinate with commissioning teams to ensure systems are ready for energization and startup.
- Support functional testing of control systems (DCS/PLC) and field instrumentation.
- Ensure systems meet operability, maintainability, and reliability expectations before acceptance.
Interface & Integration
- Coordinate E&I activities with other disciplines (mechanical, piping, process).
- Ensure proper integration with control systems from vendors such as Honeywell, Emerson Electric, and Siemens.
- Resolve field conflicts and escalate technical issues as needed.
Schedule & Progress Monitoring
- Track contractor progress against the project schedule.
- Identify risks to schedule or quality and recommend corrective actions.
- Provide regular status updates to project leadership.
Qualifications
- 7-12+ years in E&I roles within petrochemical, refining, or oil & gas projects
- Strong experience representing owner/operator or working closely with EPC contractors
- Proven involvement in commissioning and startup phases
