The Facilities Engineering (TENF) design organization is responsible for the engineering and design of BPA electric and non-electric building facilities including substations, telecommunication facilities, engine generator buildings, control centers, and other miscellaneous support buildings. OVERVIEW

Assignment

This contract Electrical Engineer 3 assignment will support the Facilities Engineering (TENF) Group in the Transmission Services (T) business line at *** (BPA). This engineer will conduct system analysis, design, reviews, and check electrical designs done by internal engineers or external Architecture & Engineering (AEs) design firms for electrical systems at BPA substations and telecommunications sites. The assignment will coordinate and facilitate all building electrical; lighting, circuits, panels, wiring, HVAC, fire alarm systems, security systems, communication systems, emergency power systems, engine generators and electrical gates.

Organization

The Facilities Engineering (TENF) design organization is responsible for the engineering and design of BPA electric and non-electric building facilities including substations, telecommunication facilities, engine generator buildings, control centers, and other miscellaneous support buildings. The design teams are responsible for the review and submittal of design packages to support building facility projects, assisting Contracting Officer s Representative (COR) and BPA Subject Matter Experts in the development of Statements of Work (SOWs), and documentation for the procurement of design and construction. The design team participates in the scoping, design, AE design review, and construction review of projects along with supporting the modifications to agency standards, processes, and procedures.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Serve as point of contact and subject matter resource and provide electrical engineering expertise and support for BPA s buildings and building systems.

BPA building facilities include substation control houses, telecommunication buildings, and other Transmission system supporting facilities, such as Operation and Maintenance buildings etc.

Work includes site assessments, scoping (planning), design, and design submittal reviews. In addition, assist organizational Contracting Officer s Representative (COR) with Requests for Information (RFIs), construction field inspection (review commissioning, startup, redlines) and project closeout.

Perform electrical engineering and design for building and building electrical system(s).

Building electrical system(s) includes industrial type electrical power distribution system ranging from 50V 480V. Distribution system typically comprises of distribution transformers, panelboards, lighting systems, underground and overhead conduit, and cabling system.

Review and check electrical design drawings and specifications developed by outside Architect Engineering (AE) contractors for new and existing building facilities electrical systems.

Provide electrical engineering expertise to design and review AE submittals for building alarm systems, engine generators, HVAC systems, and gas detectors, etc.

Provide technical reviews, consultations, overview, and verification of building electrical systems for building projects with the intent of meeting industry codes and standards along with BPA s internal standards.

Conduct station service load flow, arc flash study, and short circuit analyses for 50V 480V distribution systems.

Review plans, specifications, and analyses (technical calculations), developed by others, for design accuracy and technical adequacy, and make recommendations to BPA for selection / implementation.

Facilitate and promote the development of state-of-the-art applications and appropriate advancement of technology for low voltage (50V 480V) electrical systems within BPA s building facilities, substations, telecom, and other building facilities.

Identify and analyze problems associated with complex applications of low voltage electrical system for equipment typically located within a substation and telecommunication buildings, ensuring BPA Standards and Code compliance.

Coordinate with various design teams on low voltage power distribution and power feeds connecting to high voltage substation equipment.

Assist with the development, interpretation, and recommendation of industry codes, BPA design standards, application policies, and installation procedures for electrical systems and equipment used in BPA building facilities.

Review projects and electrical systems under construction to assess conformance to plans, specifications, and codes.

Coordinate with BPA and external AEs to facilitate the completion and issuance of designs.

Understand and make recommendations on the application of the National Electrical Code and the National Electrical Safety Code to BPA s building facilities, substations, telecommunications, and supporting building facilities.

Visit existing BPA substations and proposed substation sites while unescorted (voltages in substations can range from 120 volts to 500,000 volts) to verify design prints, meet with electricians, or for on-site coordination and other construction meetings.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor s degree in engineering (from an ABET accredited school) is required.

10 years of work-related experience and knowledge of electrical engineering concepts, principles, and practices.

Required Technical Skills & Experience (required on matrix)

7 years of experience with design and engineering of low and medium voltage systems in compliance with various codes, standards, and safety requirements.

7 years of experience with power systems, power distribution, and utilization. This includes knowledge and design experience of distribution transformers, panelboards, standby engine-generators, motors, lighting system, Fire Alarm system, cabling, and grounding etc.

Knowledge of professional engineering theory and techniques sufficient to provide technical leadership in the design of electrical systems.

Excellent understanding of Electrical Safety Standards, safety regulations, and code requirements (NESC).

Excellent understanding of the National Electrical Code (NEC), which is crucial for ensuring compliance with electrical safety standards.

Good familiarity of the different industry standards related to electrical design and installation such as the National Fire protection Association (NFPA), the Institute of Electrical and Electronics Engineers (IEEE), ANSI and others.

Preferred Skills & Experience (optional on matrix)

Ability to communicate effectively both orally and in writing, to develop and deliver briefings, statuses, reports, statements of work, and miscellaneous correspondence.

Familiarity with electrical system short circuit and arc flash study.

Able to contribute to the creation of standards for design, operation, maintenance, including material and construction specifications relevant to the electrical system, incorporating industry best practices.

Able to work independently and to prioritize assignments.

Able to meet timelines, milestones, deliverables, and to provide timely status updates.

The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.



Electrical and Arc Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

Policy Development

BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
