Job Description and Duties

• Plus an additional recruitment and retention pay of $300 per month.*

Working in the Federal Opportunities and Investments Unit within the Fuels and Transportation Division, the EV Charging Program Lead serves as the technical coordinator and primary subject matter expert for the Fuels and Transportation Division's contribution to analyses of the implementation of federal funding programs for electric vehicle charging and other zero-emission vehicle refueling infrastructure. As a subject matter expert with a high degree of knowledge, skills, and expertise at a high working level, the incumbent performs duties needing advanced knowledge; conducts the most complex technical and techno-economic analyses of electric vehicle charging infrastructure and informs decision-makers on strategies for achieving the state's energy goals; and fosters governmental and private sector collaboration. The incumbent develops grant funding opportunities, develops and manages agreements, and engages in other funding and non-funding activities related to the National Electric Vehicle Infrastructure (NEVI) Formula Program and other federal programs, and to support vehicle-grid integration and vehicle to grid advancement. The incumbent works with management to implement strategy and with staff to develop work products and information that are accurate, objective, timely, and useful in meeting the CEC's mission. The incumbent provides mentoring to junior staff to develop technical expertise.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date.

The CEC was established by the Legislature in 1974 to address energy challenges facing the state. Today, the CEC is the state's primary energy policy and planning agency and is leading the state to a 100% clean energy future. The California Energy Commission seeks an Electric Generation System Program Specialist I in the Federal Opportunities and Investments Unit. • Demonstrated knowledge and experience working with or in transportation related sectors, including but not limited to ZEV infrastructure deployment and planning.
• Demonstrated experience in working on transportation projects in the federal government or on transportation projects using federal funding.
• Demonstrated ability in designing grant funding solicitations and in performing contract management.
• Excellent interpersonal and communication skills, including effective writing and editing for both technical and non-technical audiences, as well as the ability to communicate observations, results, and recommendations verbally and in writing to management and outside stakeholders.
• Ability to complete complex technical assignments independently and within a team setting.
• Ability to prepare status reports on project development, implementation, and funding expenditures.
• Demonstrated experience in data collection and analysis.
• Project planning experience and an ability to set and meet deadlines while delivering high quality work products.
