Education & Support Specialist

Salary/Position Classification

• $67,400- $70,100 Annual, Dependent on Experience, Exempt
• 40 hours per week
• This position will work onsite at UND Grand Forks, ND campus

Purpose of Position

The position is responsible for creating, implementing and presenting education and outreach regarding civil rights compliance, support, and resources to students and employees. The position also ensures compliance with Title IX and other civil rights laws by providing reporting parties, complainants, and respondents with accurate information on reporting, investigation and resolution processes, available support resources, and potential remedies. The position determines, implements, and monitors supportive measures for complainants and respondents. This position is designated as a Deputy Title IX Coordinator and a Campus Security Authority.

Duties & Responsibilities

• Manage Initial Intake and Support Coordination for Civil Rights Reports
  • Serve as the primary intake contact for students and employees seeking information, support, or reporting options related to discrimination, harassment, sexual misconduct, retaliation, and related civil rights concerns.
  • Conduct intake meetings to gather relevant information, assess reported concerns, identify immediate safety or support needs, and explain available reporting, resolution, and support options.
  • Evaluate incoming reports to identify applicable policies, potential compliance considerations, required notifications, and appropriate next steps consistent with university policies and procedures.
  • Exercise independent judgment in identifying matters requiring immediate attention, consultation, or escalation to Civil Rights & Title IX leadership
  • Coordinate initial referrals and connections to campus and community resources to facilitate access to supportive measures, resources, and other assistance as appropriate
  • Remain current on federal and state requirements, UND policies and procedures, and emerging issues regarding discrimination, harassment, and sexual misconduct involving students and employees
  • Maintain comprehensive, accurate, and timely intake documentation and case records in accordance with office procedures, recordkeeping requirements, and applicable privacy and confidentiality standards.
  • Lead and monitor trends, identifying recurring concerns, and communicating observations that may inform prevention, education, or compliance efforts. 
• Develop and Lead Civil Rights Education, Outreach and Prevention Programs
  • Using advanced knowledge of applicable federal and state civil rights laws and regulations, independently develop, design, and facilitate in-person, virtual, and recorded education and training programs related to discrimination, harassment, sexual misconduct, retaliation, UND policies, reporting obligations, and available resources provided by UND.
  • Assess campus training and outreach needs and develop a strategic education initiatives to promote awareness, compliance, and prevention to all areas of campus on a regular basis
  • Monitor legislative, regulatory, and industry developments, and translate changes into educational materials, training content, and outreach strategies.
  • Independently create, update, and maintain educational resources, communication materials, web content, and other outreach tools to support institutional compliance and awareness efforts
  • Manage, maintain, and update department website
  • Serve as a subject matter resource to departments, campus partners, and committees regarding civil rights education, reporting obligations, available resources, and prevention programming.
  • Represent the department through participation in campus committees, outreach events, resource fairs, and collaborative initiatives related to programming, outreach, and education
  • Analyze participation, feedback, and outreach outcomes to evaluate program effectiveness and identify opportunities for continuous improvement
  • Other duties as assigned
• Coordinate Supportive Measures and Case Management Services
  • Provide and coordinate the implementation of appropriate, legally compliant, and unbiased supportive measures for participants involved in civil rights and title IX processes
  • Utilize problem-solving skills to independently determine, implement , and approve supportive measures to ensure continued effectiveness and compliance with applicable laws and University policy
  • Maintain ongoing communication and meet with complainants and respondents regarding implemented supportive measures and emerging needs
  • Collaborate with other campus partners, as appropriate, to facilitate ensuring effective implementation of accommodations, workplace adjustments, academic modifications, housing changes, and other approved supportive measures
  • Evaluate and monitor changing circumstances and recommend modifications to supportive measures when appropriate
  • Track supportive measures and case-related activities to ensure timely follow-up and resolution.
  • Maintain comprehensive case documentation and records, complying with all privacy and confidentiality standards.

Minimum Requirements

• Bachelor’s degree (in Social sciences, social work, education, public relations, human resources, or similar) and three years’ directly related work experience
  • OR Master’s, JD., or other advanced degree and one year directly related experience
• Two years’ experience teaching and/or leading training
• One year experience providing support to individuals who have experienced trauma or violence
• Successful completion of a Criminal History Background Check

Preferred Qualifications

• Master’s or higher in human resources, social sciences, law, education or related field, or J.D.
• Experience creating and facilitating civil rights compliance education
• Experience providing support to individuals involved in a campus civil rights grievance process
• Experience working in a university environment
