The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
Description of Work
This position is responsible for leading statewide work supported by federal funds designed to supplement and improve data and reporting systems related to compliance. The primary role of the Federal Program Administrator is to provide support for federal program reporting requirements for all applicable programs under ESEA. The Federal Program Administrator provides data driven focus of the division to ensure the work demonstrates progress toward divisional goals and compliance as well as contributing input on a regional support team structure. Work involves conferring with federal program directors to determine overall programming activities of local education agencies to achieve maximum effectiveness with program success and compliance through monitoring and budget support.Knowledge Skills and Abilities/Management Preferences

Primary Purpose of Office of Federal Programs:
The Office of Federal Programs is responsible for approximately $600,000,000 in federal funds provided to districts and schools each year and an additional $6,000,000 in state funds. The primary role of this division is to provide grants administration, program monitoring, data collection and reporting, and to facilitate the necessary technical assistance to ensure not only compliance, but quality programs for students. Grant-funding programs include Title I-A, Title I-C - Migrant Education, Title II, Title III, Neglected and Delinquent, Rural Education Achievement Programs, Title IV-A, Title IV-B 21st Century Community Learning Centers (CCLC), School Improvement Grants, and Homeless Education. The division is responsible for other federal initiatives including the ESSA State Plan, Targeted and Comprehensive Support and Improvement, the National Title I Distinguished Schools Program, the Federal Teacher Loan Forgiveness Program, Federal Comparability Reporting, Federal Prayer Certification, Ed-Flex Authority, Consolidated State Performance Report System (CFDC), Migrant Student Interstate Exchange Initiative (MSIX), 21st CCLC Data Collection, the Committee of Practitioners (COP), Section 504, NCSTAR, and the state funded Extended Learning and Integrated Student Support Grant Program.
Minimum Education and Experience

Master's degree in education, school administration, business administration, or public administration from an appropriately accredited institution and four years of responsible administrative experience in an education environment at the local, state, or federal level; or an equivalent combination of education and experience.
