Quality Staffing, Inc., also doing business as Goddard Mason Executive Search, a leading full-service employment agency matching qualified talent with some of the area's top companies, is seeking an experienced Jr. Project Manager/EConsult Project Manager to work through our agency as a contract employee with the Tennessee Department of Health (TN DOH) located in Nashville, TN.  This is a hybridpositionworking Monday through Friday from8:00 am to 4:30 pm and the pay rate for this position is$38.00 per hour
 
EConsult Project Manager Job Summary:
The Rural Health Transformation Program-EConsult Project Manager will provide strategic leadership and operational oversight for Tennessee's EConsult Program, a statewide initiative supported by a five-year federal award through the Rural Health Transformation Program. The EConsult Program facilitates provider to provider communication to improve timely access to specialty care for rural and underserved communities. This role will manage program planning, implementation, evaluation, and stakeholder engagement to ensure the successful expansion and sustainability of EConsult services across the state. Responsibilities will include coordinating with clinical partners, health systems, technology vendors, and rural providers; overseeing program performance, data reporting, and compliance with federal grant requirements; advancing provider adoption; and supporting quality improvement initiatives which strengthen care coordination and reduce access barriers. This hybrid position will require some on-site attendance so candidates must be local to the Nashville area.
 
EConsult Project Manager Job Responsibilities will include:
  • Leading statewide strategy for EConsult adoption to expand access to specialty care in rural and underserved communities.
  • Setting program goals, KPIs, and success metrics (e.g., turnaround time, consult volume, avoided referrals, provider satisfaction, equity measures).
  • Developing sustainability pathways beyond the five-year grant (e.g., reimbursement strategies, payer engagement, value-based care alignment, legislative support).
  • Managing federal grant requirements under the Rural Health Transformation Program, including work plans, performance reports, and compliance deliverables.
  • Overseeing budgeting and fiscal stewardship, ensuring timely procurement, contract administration, and audit readiness.
  • Maintaining regulatory compliance (HIPAA, 42 CFR Part 2 as applicable, state privacy/security requirements, and federal reporting standards).
  • Coordinating with specialty hubs (health systems, academic centers) to define service lines, turnaround standards, and escalation pathways.
  • Developing clinical protocols for appropriateness criteria, triage, documentation, and follow up care coordination.
  • Implementing change management and practice transformation methods to drive adoption and reduce burden on providers.
  • Developing training curricula for clinicians, care coordinators, and administrative staff.
  • Providing hands-on technical assistance to rural providers, including onboarding, workflow optimization, and troubleshooting.
  • Building a statewide network of clinical champions to accelerate adoption and peer to peer learning.
  • Creating toolkits and job aids (ordering guides, consult templates, billing guidance, privacy FAQs).
  • Establishing a robust data strategy for performance monitoring, equity tracking, outcomes measurement, and continuous quality improvement (CQI).
  • Producing quarterly and annual reports for federal funders and leadership, translating analytics into actionable recommendations.
  • Conducting program evaluations (process, outcome, and cost avoidance analyses) and disseminate findings to stakeholders.
  • Developing and executing communications plans (provider outreach, rural community education, success stories, dashboards).
  • Presenting program updates to executive leadership, boards, legislative bodies, and community forums.
  • Creating marketing and awareness materials tailored to rural providers and specialty partners.


Education & Experience Requirements for EConsult Project Manager position:
  • Graduation from an accredited college or university with:
  • A bachelor's degree in public health, health administration, healthcare management, nursing, public policy, business administration, information systems, or a related field AND demonstrated experience (preferably 3-5 years) in public health program management, healthcare operations, clinical program coordination, or management of health technology initiatives.
  • OR a master's degree in public health (MPH), health administration (MHA), public policy, or a related discipline is preferred and may substitute for some experience requirements and demonstrated experience (preferably 2-5 years or more) in public health program management, healthcare operations, clinical program coordination, or management of health technology initiatives.
  • Experience leading multi-stakeholder projects involving health systems, rural clinics, or community-based organizations.
  • Background in grant-funded program administration, including reporting, budgeting, compliance, and federal or state program requirements.
  • Experience with telehealth, specialty care coordination, or technology enabled provider to provider services is strongly preferred.
  • Experience working in or with rural or underserved populations is highly desirable.
  • Excellent interpersonal and communication skills, attention to detail and multitasking skills, and be able to work under pressure.
  • Knowledge of Microsoft Office Suite and other applications as needed.
