Position Summary

SMX Services & Consulting, Inc. is seeking a Technical Project Manager to serve as Key Personnel for a major enterprise content-management modernization supporting the U.S. Department of Energy's Hanford mission.

The Technical Project Manager will lead the planning, coordination, execution, testing, deployment, stabilization, and transition of an upgrade from OpenText Content Server 21.1 to OpenText Extended ECM Platform X1/xECM 26.x.

The project includes OpenText platform modernization, Oracle and Red Hat Enterprise Linux upgrades, Windows Server modernization, custom-code remediation, interface modernization, data migration, cybersecurity implementation, user-acceptance testing, production cutover, rollback planning, knowledge transfer, and a 90-day hypercare period.

The selected candidate must possess sufficient technical understanding of OpenText, Oracle, .NET integrations, enterprise infrastructure, software testing, cybersecurity, and production deployment to coordinate technical decisions and manage project risks effectively.

Essential Responsibilities

• Develop, maintain, and manage the integrated project-management plan.

• Develop and maintain the integrated master schedule, work-breakdown structure, milestones, dependencies, critical path, and resource assignments.

• Coordinate activities across development, test, and production environments.

• Manage the side-by-side upgrade approach while ensuring continued operation of the existing production environment.

• Coordinate the work of:

  • OpenText architects

  • OScript developers

  • .NET developers

  • Oracle architects

  • Oracle database administrators

  • Infrastructure personnel

  • Cybersecurity personnel

  • Testing personnel

  • HMIS operations and maintenance personnel

  • Product vendors

  • Subcontractor personnel

• Manage workstreams involving:

  • OpenText Content Server and xECM upgrades

  • Oracle 12c-to-19c migration

  • RHEL 7.9-to-RHEL 9 modernization

  • Windows Server modernization

  • Archive Center decommissioning

  • NetApp content relocation

  • OTDS, SSO, MFA, SAML, and OIDC

  • TLS 1.3 and Transparent Data Encryption

  • OScript remediation

  • .NET application and service remediation

  • Database-object remediation

  • Workflow and report remediation

  • Interface and integration modernization

• Maintain the project risk register, issue log, action-item log, decision log, dependency log, and change log.

• Identify and manage schedule, resource, technical, cybersecurity, data, acceptance, and operational risks.

• Develop and monitor corrective-action, risk-mitigation, contingency, rollback, and recovery plans.

• Manage project deliverables and required submittals.

• Coordinate preparation, review, submission, approval, and acceptance of:

  • Project plans

  • Schedules

  • Technical plans

  • Architecture documents

  • Requirements documentation

  • Testing plans and reports

  • Cutover plans

  • Rollback plans

  • Training materials

  • Knowledge-transfer materials

  • Operational playbooks

• Coordinate functional, integration, regression, database, interface, performance, security, and user-acceptance testing.

• Develop user-acceptance testing schedules, entry criteria, exit criteria, participant plans, defect-management procedures, and acceptance tracking.

• Coordinate production-readiness reviews and go/no-go decision meetings.

• Manage production cutover preparation, deployment coordination, stabilization, and the 90-day hypercare period.

• Track planned progress against actual progress.

• Track planned labor, resources, and deliverables against actual performance.

• Prepare project-status reports, schedule updates, forecasts, executive summaries, risk reports, evaluations, and corrective-action plans.

• Facilitate project kickoff meetings, technical reviews, risk reviews, testing reviews, status meetings, readiness reviews, incident reviews, and closeout activities.

• Coordinate with the HMIS Buyer's Technical Representative, Product Manager, technical acceptance authorities, business acceptance authorities, operations teams, cybersecurity personnel, and procurement personnel.

• Escalate unresolved risks, issues, delays, incidents, and decisions promptly.

• Ensure compliance with HMIS cybersecurity, privacy, records-management, quality, configuration-management, safety, and change-control requirements.

• Ensure final operational documentation, playbooks, training, and knowledge-transfer activities are completed and accepted.

• Participate in the post-proposal technical presentation if SMX is selected for the presentation phase.

Mandatory Qualifications

Candidates must demonstrate all of the following:

• At least five years of experience managing enterprise content-management upgrades in secure or highly regulated environments.

• Experience managing side-by-side or parallel upgrade methodologies.

• Working technical knowledge of:

  • OpenText platforms

  • Oracle databases

  • Microsoft .NET applications and integrations

  • Enterprise content-management infrastructure

• Experience managing technical-debt identification and remediation.

• Experience coordinating multidisciplinary technical and business stakeholders.

• Experience planning, coordinating, and managing user-acceptance testing.

• Experience with project risk management and contingency planning.

• At least five years of administrative program-coordination experience.

• Experience supporting work at or for a government facility involving multiple regulators or oversight organizations.

• Experience preparing status reports, evaluations, and forecasts for professional-services engagements, or directly equivalent experience.

• Experience managing complex modernization projects involving multiple environments, systems, interfaces, vendors, and acceptance authorities.

• Strong written, verbal, facilitation, negotiation, and stakeholder-management skills.

Preferred Qualifications

• Project Management Professional certification.

• Experience managing OpenText Content Server or Extended ECM upgrades.

• Experience with Oracle 12c-to-19c migrations.

• Experience with RHEL and Windows Server modernization.

• Experience with large-scale content or records migrations.

• Experience managing projects involving CUI, Official Use Only information, federal records, cybersecurity controls, and formal configuration management.

• Experience supporting the Department of Energy, another federal agency, or a similarly regulated environment.

• Experience managing production cutover and post-production hypercare.

A PMP certification and college degree are not expressly required by the solicitation and should be treated as preferred qualifications rather than mandatory requirements.

Citizenship, Security, and Access Requirements

• U.S. citizenship is mandatory.

• All contract work must be performed while the individual is physically located within the United States.

• Dual U.S. citizens are eligible as U.S. citizens.

• Non-U.S. citizens and lawful permanent residents who are not U.S. citizens are not eligible for contract performance.

• The selected candidate must successfully complete applicable Personal Identity Verification and HSPD-12 background processing.

• The selected candidate must complete required Hanford General Employee Training.

• The candidate must comply with requirements for handling Controlled Unclassified Information, Official Use Only information, federal records, and other protected information.

• Remote access will be provided only through authorized HMIS infrastructure.

Remote, Onsite, and Hypercare Expectations

The position is expected to be performed primarily remotely from within the United States. The selected candidate must be available for authorized onsite activities in Richland, Washington, including project meetings, technical reviews, testing, cutover preparation, deployment, or stabilization support.

During the 90-day hypercare period, the project team must support:

• Standard coverage from 7:00 a.m. to 5:00 p.m. Pacific, Monday through Friday

• 24-hour, seven-day Severity 1 on-call support

• One-hour Severity 1 initial response

• Eight-hour Severity 1 restoration target, where applicable

• Daily issue reviews with HMIS operations and maintenance personnel

• Weekly incident and trend reporting

• Immediate escalation of critical incidents to project and HMIS leadership

Coverage will be assigned across the project team. The Technical Project Manager must coordinate staffing, escalation, status reporting, incident reviews, corrective actions, and customer communications.

Key Personnel Requirement

This position is designated as Key Personnel. The individual proposed for this role may not be replaced after award without prior written notification to and approval from the appropriate HMIS representative.
