Earned Value Management (EVM) Senior Analyst

 

WORK LOCATION:  Position has been approved for REMOTE work

 

SALARY RANGE:  $145,000 - $165,000 *

*depending on experience, certifications, and qualifications

Astrion has an exciting opportunity for a EVM Senior Analyst to support the USAF Survivable Airborne Operations Center (SAOC) program, which is located at Hanscom AFB, MA. 

 

The SAOC program is a Major Defense Acquisition Program tasked with leading the development and delivery of the replacement fleet for the E-4B National Airborne Operations (NAOC).    

 

 

RESPONSIBILITIES: 

  • Serve as the Earned Value Management Lead. Coordinate with program team lead and deputy cost chief in conjunction with branch management, division managers, and financial management.
  • Utilize Power BI to perform data analysis and provide updated dashboards to stakeholders
  • Earned value analysis assessment of the Program Contractor’s utilization of management reserve and undistributed budget to ensure traceability to the approved baseline and compliance with proper processes and procedures
  • Review and analyze EVM data from the Integrated Program Management Data Analysis Report (IPMDAR) and EVM-CR database, identifying threshold breaches and presenting corrective action recommendations.
  • Review contractor-provided EACs for accuracy, identifying overly pessimistic or optimistic assumptions for leadership awareness.
  • Analyze Budget Change Requests and provide analysis to Government and feedback to contractors in accordance with EIA-748 guidelines and contractor’s Earned Value Management System (EVMS)
  • Review Earned Value Techniques (EVT) and analyze applicability toward control accounts and impact on ability to measure performance
  • Utilize earned value and schedule data to forecast and estimate Program Contractor’s ability to meet contract type targets, incentives, and share ratios
  • Scrutinize schedule baselines to confirm critical path accuracy, proper sequencing, absence of level-of-effort distortion, and ability to meet DCMA 14-point assessment standards
  • Analyze monthly schedules for critical path deviations, providing corrective action recommendations including schedule compression, scope re-alignment, or period-of-performance extensions.
  • Support Integrated Baseline Reviews (IBRs), including risk identification and documentation across Integrated Master Plans (IMP) and Integrated Master Schedules (IMS).
  • Deliver EVM and IBR training to Integrated Product Teams (IPTs) and contracting teams, linking acquisition phases to EVM best practices.
  • Coordinate with financial management personnel to align funding execution with program baselines and identify potential Anti-Deficiency Act risks.
  • Serve as the EVM liaison between the Government, Prime Contractors, and DCMA for audits, reviews, and data requests.
  • Monitor CDRLs for compliance, author tailoring instructions for new efforts, and provide custom data for cost evaluations and proposals.
  • Earned value metrics shall include but are not limited to:
    • cost performance index
    • schedule performance index
    • to-complete performance index
    • comprehensive risk-based independent estimate at complete
    • baseline execution index
    • critical path length index
  • Provide insight to leadership regarding program risks and opportunities based on analysis of earned value management data, such as cost overruns and scheduling delays
  • Assist in proposal analysis support through use of earned value management data and understanding of earned value management principles and statutory requirements (DFARS, EIA-748, EVMS, etc.)

REQUIREMENTS:

 

  • Bachelor’s degree and 8+ years of work experience or equivalent experience;
  • Proficiency in Microsoft Office tools;
  • Experience communicating and presenting financial and earned value management data to other functions in an accurate, concise, and understandable manner;
  • Strong interpersonal skills;
  • Ability to prioritize and self-manage a multi-tasked workload in a fast-paced environment;
  • Understanding of earned value management metrics and impact on program financial management;
  • Ability to make decisions with sound judgment while complying with policies and procedures;
  • Ability to develop and maintain professional and effective relationships with internal and external customers

Preferred Experience, & Skills:

  • Experience with Power BI, Tableau, or similar tool preferred;
  • Experience with Earned Value Analysis, Scheduling, Microsoft Project, Microsoft Excel, IPMDAR submissions and file structure;
  • Ability to challenge and improve knowledge of industry practices and standards as well as company policies (i.e., EIA-748 and DFARS)
