Job Description
From training room to roadway - we keep BWS drivers ready. The Honolulu Board of Water Supply, is hiring a Driver Improvement Coordinator I at the Manana Corporation Yard. This position develops, coordinates, and implements a departmental fleet safety program encompassing fleet safety activities, evaluations of driver conduct and qualifications, driver improvement training and education, accident investigation, commercial driver's license (CDL) drug testing and assist in establishing pertinent policies and procedures.
Responsibilities
- Driver Training & Certification
- Lead the CDL training and certification program for all BWS drivers, including classroom, road testing, and license upgrades (Class A & B).
- Driver Compliance & Records
- Manage the CDL compliance system, including driver qualification files, training records, and reporting to meet federal, state, and City requirements.
- Substance Testing & Safety Programs
- Administer alcohol and drug testing programs for CDL drivers, including follow-ups, coordination with medical review officers, and confidential recordkeeping.
- Accident Investigation & Fleet Safety
- Investigate vehicle accidents, prepares findings, and recommends corrective actions as a member of the Accident Review Committee.

Minimum Qualification Requirements
- At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
- Equivalent to graduation from high school.
- Responsible work experience that demonstrated the ability to perform the essential functions of the job may be substituted for education.
- Three (3) years of experience in driver training and/or accident prevention activities, or other related activities involving instructing, advising on, or evaluating motor vehicle operator performance, including or supplemented by some investigational experience.
- Understanding of and experience in interpreting and applying traffic laws, CDL rules, and safety regulations governing heavy trucks and commercial motor vehicles.
- Ability to safely operate and evaluate cars, trucks, and equipment while identifying driving risks and unsafe practices.
- Ability to recognize how vehicle systems work and detect mechanical or operational defects that affect safety.
- Ability to plan, conduct, and evaluate driver training and safety improvement programs for individuals and groups.
- Ability to properly investigate vehicle accidents, determine causes, document findings, and recommend corrective actions.
License/Certification Requirements
- Valid Hawaii State commercial drivers license (CDL) Class A.
- Current State Department of Transportation (DOT) medical examination certificate.
- CDL endorsement "N".
