Summary Responsible for developing, implementing, delivering, and managing training programs that prepare employees to obtain and maintain a Texas Commercial Driver's License (CDL). Oversee and administer all DOT/CDL and safety-sensitive drug and alcohol testing protocols in accordance with FMCSA 49 CFR Part 40 and Part 382 requirements, including random testing pool management and post-accident protocols. This position plays a critical role in operational continuity, regulatory compliance, and organizational risk mitigation by ensuring CDL drivers are properly trained, qualified, and compliant with federal and state safety standards.

DUTIES Coordinate and conduct all aspects of CDL training program activities in coordination with other departments including road test preparation classes and road test assessments; prepare and deliver classroom instruction in accordance with Entry Level Driver Training (ELDT). Conduct training in safe driving and safe working methods and procedures. Instruct, monitor, and evaluate trainees in the safe operation of equipment. Assist employees through the CDL application and testing processes. Maintain accurate training records and ensure compliance with DOT standards and record keeping requirements. Prepare and document training, employee progress and development, and completion training certificates in accordance with FMCSA 49 CFR 380.503, entry-level driver training requirements. Maintain and audit Driver Qualification (DQ) files in accordance with 49 CFR Part 391 requirements. Authorize training completion status and certify compliance with ELDT training requirements in the FMCSA Training Provider Registry (TPR). Recommend disqualification or retraining when safety or compliance deficiencies are identified. Administer DOT and safety-sensitive drug and alcohol testing protocols. Coordinate quarterly random drug testing pools for CDL drivers and safety-sensitive employees, serving as the primary liaison with third-party testing providers for scheduling and managing required tests; maintain compliance with FMCSA Drug & Alcohol Clearinghouse requirements, including conducting required queries (pre-employment, annual, and limited), managing consent documentation, monitoring Clearinghouse notifications, and ensuring timely reporting of violations. Monitor and ensure adherence to DOT/FMCSA safety regulations in collaboration with departments. Provide guidance on CDL safety best practices for vehicle operation and safety standards. Assist in audits and inspections related to DOT/CDL regulatory compliance, including drug and alcohol testing protocols. Observe, evaluate, and document trainee's performance and development through course completion tracking and consistent feedback to both trainee and supervisor; partner with trainee supervisors, Safety Manager, Human Resources Business Partner, and Risk Manager to proactively address development concerns; adhere to reporting requirements for all incidents (accidents) involving CDL equipment or workplace injuries. Remain informed of professional developments and regulatory changes regarding FMCSA, DOT, and ELDT compliance; recommend process and procedural improvements and ensure the test sites meet Federal and State standards.
