Provides overall direction, program management and execution of the Divisions Civil; Military; Hazardous, Toxic and Radiological Waste (HTRW); Interagency and International Services (IIS Programs), Congressional defense, engineering and technical functions, quality process management, technology transfer, maintenance and development of technical core competencies within the engineering, construction, environmental, civil works operations, real estate, and planning functions. Assures adherence to DA commitments made to Congress, Major Commands, installations, and local sponsors. Oversees the design, construction, water management, real estate functions, and projects that include navigation locks, dams, powerhouses, canals, storm damage protection, bridges, levees, recreational facilities, medical facilities, housing, barracks, training facilities utilities, base realignment and closure (BRAC) sites, homeowner assistance projects, DOD recruiting facilities, projects for other governmental agencies, research and development facilities, and environmental cleanup and restoration. Directs a) implementation of policies, guidelines, and processes to improve the quality of technical products; b) program execution in accordance with appropriations, and Corps policy; c) allocation of financial resources to the districts; d) technical review processes within the Division. Serves as the regional Corps principal technical representative with other regional Federal and non-Federal entities within the Division boundaries.
Prepares the Division commander for testifying to Congress. Establishes a working relationship with various functional chiefs, ASA for Civil Works, ASA for Installation Environment, ASA for Safety and Occupational Health, Office of Management and Budget, Congressional members and their staffs, other federal departments, and state and local government officials. Represents the Division Commander on boards and committees and external entities.

MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.
MTQ: Demonstrated ability to manage the overall direction, program management and execution of a Divisions Civil Works and Military Construction Programs, including oversight of multi-million dollar budgets and complex stakeholder engagement at geographically dispersed locations.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQ, you may not receive further consideration for the position.

ORGANIZATION
The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.
Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
