Job Description

This is a non-merit, at-will position for the Iowa Department of Inspections, Appeals, & Licensing. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a collaborative, solution-oriented, and enthusiastic professional to join our regulatory department and serve as the Division Administrator (Public Service Executive) for our Professional Licensing Division at our central office campus near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administration, Administrative Hearings, Building & Construction, Health & Safety, Investigations, OSHA, Professional Licensing, and Workers' Compensation.

To accomplish our mission, the individual selected for this position will assist the department by providing leadership, vision, structure, and accountability to the Professional Licensing division.

What We're Seeking

Reporting to the Director the department, the Division Administrator ensures effective and efficient service delivery across all operational aspects for the division, providing overall management direction and oversight to areas including Application & Renewal; Board Operations; Compliance; Monitoring; and Support bureaus. Additionally, the Administrator will serve on the leadership team for the Administrative Licensing and Inspection Governance Network (ALIGN) project.

Serving as Administrator, you'll develop and implement cost-effective solutions to improve efficiency, drive productivity through ensuring compliance with performance metrics, and work collaboratively with legal counsel, boards, and other groups to ensure the division is meeting DIAL's regulatory goals within our procedural framework.

The successful candidate for this fast-paced and critical position is a motivated, organized, and detailed leader. The position reports to the Director, and will be located in our headquarters located at 6200 Park Avenue near West Des Moines. Desired skills and abilities include:

What You'll Do

You will be an integral member of DIAL's senior executive leadership team, providing direct leadership to the Professional Licensing division in supporting the agency's operations by:

  • Continuously analyzing operational problems and implement timely, effective, and economical solutions.
  • Ensuring collaboration, cooperation, and joint efficiencies while overseeing four bureaus
  • Soliciting feedback from customers regarding division services
  • Supervising and effectively managing division personnel
  • Reporting activity regularly to the Director and Chief Operating Officer
  • Keeping up to date with state and national trends, laws, and rules impacting areas of responsibility
  • Developing the divisions performance plan and providing data for the agency performance report
  • Participating in the departments strategic plan
  • Preparing and monitoring the division's $50M budget

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

3) All of the following (a and b):

a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
