GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a full-time District Engineer for District 3 in Rock Springs, Wyoming. This leadership position is responsible for developing, managing, and directing operating procedures, budgets, project and work activities, and resources to ensure the transportation district meets the agencys mission, vision, goals, and strategic plan.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Administers the districts functional areas consisting of construction, maintenance, traffic, facilities, and equipment and appoints qualified individuals to ensure work activities are completed in a timely, efficient, and organized fashion.
  • Supervises and interacts with subordinate staff, responsible for personnel staffing, personnel issues, district organizational structure, position control, employee development, related training, hiring, firing, performance appraisals, and employee health and safety.
  • Interviews and hires staff, assigns work, and evaluates performance.
  • Confers with District staff members and other program managers to discuss issues, philosophy, plans, coordinate activities, and resolve issues.
  • Prepares information for and coordinates with other divisions to ensure the strategic goals of the department are met.
  • Prepares, reviews, and administers the district budget, including construction, maintenance, traffic, facilities, and equipment program.
  • Establishes, reviews, monitors, and revises performance measures to optimize staff and resources.
  • Interacts and coordinates with local governments, developers, legislators, transportation commissioners, media, and the general public regarding strategic planning for the local area transportation systems and how those impacts affect the State Highway System.
  • Recommends reviews and negotiates contractual agreements.
  • Recommends and evaluates projects to ensure objectives are met, determines best practices, approves completed projects/activities.
  • Develops district goals, objectives, and performance measures to align with WYDOTs mission, goals, vision, and balanced scorecard.
  • Monitors district work activities to ensure goals are being met.
  • Participates in Department task forces to address design and construction-related issues and recommend revised specifications, policies, and procedures.
  • Represents program/department at the local, departmental, state, regional, and national levels.
  • Researches and develops activities related to departmental goals.
  • Resolves critical engineering problems and departmental conflicts.
  • Professional Engineering License (PE) is required.

Qualifications

PREFERENCES:

Preference may be given to those applicants with demonstrated skills in customer service, both written and verbal.

Preference may be given to applicants willing to demonstrate excellent skills with oral communication and public speaking.

KNOWLEDGE:

  • Knowledge of business and management principles and processes involving strategic planning, visioning, resource allocation, and leadership techniques.
  • Knowledge of laws, legal codes, government regulations, executive orders, agency rules, regulations, and policies.
  • Knowledge of State personnel rules and how to interpret and implement these in daily activities.
  • Knowledge of design, construction, and regulatory specifications, standards, and operating methods.
  • Knowledge of accounting principles and practices, and the analysis and reporting of financial data to develop and monitor a budget

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (in Engineering)

Experience:

5-7 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineering Manager I

Certificates, Licenses, Registrations:

Professional Engineers (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)
