POSITION TITLE: District Field Service Director/ Policy Engagement Manager, District 2

STATUS: Exempt

COMPENSATION RANGE: $55,000-65,000 Annually

LOCATION: Remote with travel within the assigned territory: Washington, Smyth and Grayson Counties

REPORTS TO: SVP of Governmental Relations

POSITION SUMMARY:

Supporting Governmental Relations and Membership and Field Services Department and the VFBF affiliated corporations collaboratively, and assisting county Farm Bureaus in meeting their membership, leadership, and advocacy goals while serving as a liaison with the state Farm Bureau. This position serves as a key liaison between assigned county Farm Bureaus and the state organization, providing guidance, training, communication, and coordination to help counties meet membership, leadership, operational, and advocacy goals. The role also leads and supports statewide policy development, legislative briefing meetings, advisory committee coordination, and other Governmental Relations initiatives that advance producer member involvement and strengthen the organizations grassroots policy process.

PRIMARY DUTIES

DFSD

  • Assist County Farm Bureaus in membership acquisition and maintenance.
  • Ensure compliance of the County-State Memorandum of Agreement within the district and to coordinate revisions as necessary.
  • Assist County Farm bureaus with implementing policies and programs.
  • Collaborate with Field Operations, Sales and local county boards on initiatives to improve county office relationships
  • Mediate and resolve disputes between insurance companies and county boards in assigned area.
  • Regularly attend and assist with the organization of county board meetings, assigned conferences and convention.
  • Promptly deliver accurate information requests for assistance/member action to county Farm Bureau organizations, leaders & staff.
  • Counsel County Farm Bureaus in effective administration and supervise their record keeping system.
  • Serve as a Field Representative for VAFB member benefits.
  • Provide and/or coordinate training for county leadership and county office staff.
  • Coordinate county activities with VFBF affiliated corporations and departments.
  • Ensure operational needs of county offices are met in regard to repairs, equipment, supplies & grounds.
  • Assist County Farm Bureaus in planning activities relating to local issues.
  • Work closely with the Womens and Young Farmers committees to support program goals.
  • Conduct training to enhance leadership abilities of Farm Bureau volunteers.
  • Develop and take action to achieve individual district goals.

Policy Engagement Manager

  • Coordinates with Meeting Events staff the VFBF Resolutions Committee meeting
  • Manages the formatting, publication and distribution of policies sent in by county Farm Bureaus throughout the policy development process
  • Manages DFSD liaisons on initiating the organization of policy development meetings to enhance engagement of producer members
  • Develop and distribute surfaced issues for policy development
  • Work with Director of Member Engagement to enhance opportunities in membership engagement experience at local and regional meetings
  • Provide timeline, expectations and tools needed to support DFSDs in organizing local or regional policy development meetings
  • Organize the schedule of meetings to share with membership on meetings or other activities to facilitate member involvement
  • Develop and promote ongoing policy discussion ideas for implementation statewide by developing yearly goals to help DFSDs better engage local county leadership
  • Provides support to the VFBF President on VFBF Advisory Committee appointments
  • Coordinates with assigned staff VFBF Advisory Committee to ensure meetings are held and minutes proofed and shared on timely basis

State Legislative Meetings Manager

  • Primary DFSD liaison on initiating the organization of regional legislative briefing meetings to enhance engagement of producer members
  • Coordinates the development of meeting packets
  • Manages DFSD liaisons on initiating the organization of regional legislative briefing meetings
  • Provide timeline, expectations and tools needed to support DFSDs and Governmental Relations staff in organizing local or regional legislative briefing meetings
  • Organize the schedule of meetings to share with membership on meetings or other activities to facilitate member involvement/participation
  • Following up ensuring legislator participation with members
  • Oversee coordination of billing back to county Farm Bureaus

GR Support Specialist

  • Help with other Governmental Relations projects as needed and provide training for staff on other key GR operational duties.
  • All other duties as assigned by the Senior Vice President of Governmental Relations

ADDITIONAL DUTIES

  • Serve on committees as needed.
  • All other duties as assigned by the Director of Field Operations and/or the Director of Member Engagement.
  • Work remotely in a combination of home and county offices.
  • Travel required to meet program needs:
  • Attend monthly county board meetings in each county across assigned field district.
  • Periodic visits to county offices in assigned field district to support county office staff, boards, and activities.
  • Statewide travel outside of field district includes 3-5 days per month at a minimum to support Governmental Relations and other organizational needs; occasional out of state travel.
  • Evening, weekend, and overnight events and meetings require ability to work as needed from outside the office throughout the year.

MINIMUM EDUCATIONAL/EXPERIENCE QUALIFICATIONS

  • College degree or equivalent work experience.
  • Proven experience implementing leadership development, organizational structure maintenance, marketing techniques, and planning strategies.
