Position Description:

Under the direction and supervision of the Portfolio Operations Manager, the District Manager (DM) is responsible for the overall day-to-day operations of their community and team as well as providing leadership to additional community teams. The DM mentors and provides their teams with a clear understanding of TCB's standard operating procedures, objectives, mission and each property’s economic and physical requirements. The DM will ensure that their teams are equipped to perform in achieving occupancy, operating and capital expense budgets, and customer service objectives. Results will be attained through successful mentoring & training, proactive planning, and financial management to promote peak performance. The DM is accountable for mentoring, developing and directing their site teams to ensure consistent adherence to company standard operating procedures, provide career progression and optimal performance.

Essential Functions:

  • Seek to build employee teams and provide training, motivation and direction for superior performance, supervision and performance management of all property management staff.
  • Identify, attract, hire, and retain top talent in the industry. Be visible and participatory in local agency and industry organizations and events to build network and brand identity for TCB.
  • Staff sites within TCB guidelines; ensure teams are performing to expectations and receiving frequent feedback and recognition in a fair and consistent manner.
  • Accountable for accurate financial and timely variance reporting. Must meet or exceed budgeted occupancy, remain within all operating and capital expense plans, and produce a minimum budgeted cash flow.
  • Conduct monthly onsite review of financial operating statements with Community Manager, Assistant Manager and Service Manager to enhance knowledge, create efficiencies and develop plans to meet or exceed budget goals, reforecast and break even for the properties in their portfolio.
  • Optimize GPR to achieve and maintain property economic stability, budget and produce cash flow.
  • Facilitate unit turns in a cost effective, maximum of a 5-day turn, market comparable end product.
  • Evaluate all operating expense line items to determine more efficient, cost-effective strategies while promoting opportunity contracting. Review Yardi to confirm that invoices are being processed timely and on budget.
  • Development and achievement of the operating budgets.
  • Must meet monthly revenue, operating and capital expense budgets.
  • Examination of the monthly operating report and detailed general ledger to assure all bills paid and accurately coded, entered and to determine compliance with budget.
  • Provide written and verbal documentation of budget variances, develop and implement a plan to bring income and expenses back in line with budget.
  • Enactment and training of team of effective cost control methods, revenue maximization, bid solicitation and delinquency management. Identify these methods and develop strategies in monthly review of MOR.
  • Participate in monthly review of financial operating statements to enhance knowledge, create efficiencies and develop plans to meet or exceed budget goals and break even for the properties in their district.
  • Evaluate all operating expense line items to determine more efficient, cost effective strategies while promoting opportunity contracting.
  • Submit accruals and GL code changes to accounting accurately and timely monthly.
  • Approve, code and submit invoices for budgeted line-item expenses timely and within TCB levels of authority. Preparation for approval by supervisor of any purchase not included in budget.
  • Responsible for the petty cash maintenance, adherence to policy and auditing of the petty cash fund.
  • Monitoring of all revenue transactions and rent collection in accordance with policy and procedures manual to maximize income and property performance to meet or exceed budgeted income.
  • Preparation and distribution of notice to quit for nonpayment of rent, cases for housing court in conjunction with TCB's attorney when necessary. Follow-up of court rulings on payment agreements and or executions.
  • Submissions of bad debt write off, resident unpaid balances to collection agency and required reporting.
  • Implement annual rent increases to optimize income in accordance with program guidelines to maximize revenue and GPR.
  • Timely initiating, follow up and execution of re-certifications and or lease renewals.
  • Role play and shadow team to evaluate and improve resident experience during leasing tours, completion of applications and move in, recertification, unit inspection and resident orientation/meetings.
  • Preparation and distribution of notice to quit for nonpayment of rent, cases for housing court and payment agreements and or evictions.
  • Update annual utility allowance schedule and implementation once approved.
  • Leasing units in compliance with site ‘s approved tenant selection or Admission & Occupancy plan.
  • Collaboration and partnership with Community Life to implement meaningful programs and services to enhance the experience and life of our residents.
  • Mentor and audit teams to consistency apply all TCB standard operating policies & procedures and, in assuring accuracy and compliance in a timely manner.
  • Maintain product knowledge on all properties and that of competition through site visits and quarterly review of updated market competitive analysis with site team. Stay aware of potential new business opportunities.
  • Establish prospect leasing tour routes, prospect follow up, and maintenance of & follow through on waiting list to reduce vacant down days and increase physical occupancy
  • Assure team understands, administrates and provides a superb resident experience during move in or move out and during unit inspection; resident orientation.
  • Perform written performance evaluations for direct reports in accordance with company guidelines and provide recommendations for compensation or promotions.
  • Ownership and follow-up on issues involving violations of building rules or the occupancy agreement, includes the responsibility of scheduling and holding conferences with family and/or outside agencies and court appearance, when necessary.
  • Personal contact and follow-up as needed on complaints in an effort to minimize individual problems residents may have in their dealings with one another and integrating into the community.
  • Coordinate with resident associations and groups the provision of activities for the building; assessing needs and interest of residents; being knowledgeable about the activities and services available in the larger community.
  • Lead and monitor teams to successfully prepare appropriate Agency reports timely and accurately, adhere to all management contracts and pertinent affordable programs, including state, local and national and Fair Housing.
  • Coordination and attendance for successful completion for REAC inspections with a minimum score of 80, agency or partner visits/audits with a passing score, or other physical or administrative reviews.
  • Ensure that reporting as required by programs, regulatory agencies and investors occurs timely and accurately.
  • Files are maintained in compliance with all programs associated with the sites.
  • Establish a responsive and responsible relationship cross functionally for the betterment of TCB through candid feedback, information and recommendations that will benefit the company long term.
  • Assist in new business acquisition and development in establishing leasing absorption plans, potential budgets and staffing plans as well as physical site due diligence and start up.
  • Ensure all required weekly, monthly and quarterly reports are completed accurately and in a timely manner.

Education & Experience:

  • Bachelor’s degree or 4 years or more of progressive responsibility in residential property management, hospitality or retail industry required.
  • 3+ years of multi-family experience or a comparable role in hotel/resort/retail management required.
  • Prior experience in and knowledge of affordable housing and applicable compliance required.
  • Extensive experience working with District of Columbia affordable housing programs and regulatory agencies is strongly preferred, including the District of Columbia Housing Authority (DCHA), Department of Housing and Community Development (DHCD), and Department of Buildings (DOB).
  • Demonstrated knowledge of District of Columbia affordable housing regulations, compliance requirements, inspections, enforcement actions, and agency reporting requirements.
  • Proven experience identifying, addressing, and resolving regulatory infractions, agency findings, building violations, and compliance deficiencies while maintaining positive relationships with regulatory partners.
  • Strong understanding of affordable housing operations, including Housing Choice Voucher (HCV), Project-Based Voucher (PBV), RAD, LIHTC, and other federal, state, and local housing programs.
  • Experience managing multiple sites within a portfolio while balancing operational performance, compliance obligations, financial goals, resident satisfaction, and team development.
  • Ability to effectively interact with government agencies, investors, legal counsel, residents, and community stakeholders to achieve property and portfolio objectives.
  • Industry certification such as Accredited Residential Manager or C3P required.
  • Proficiency in Yardi or other industry software and excellence in Microsoft Office.
  • Real Estate License or other licensing if required by state law.
