About The Hume Center Founded in 1993, The Hume Center is a federally certified Community Mental Health Center (CMHC) that provides comprehensive behavioral health services through 20 programs across five clinics, several School Based satellite clinics, and community offices in Alameda and Contra Costa counties. Our mission is rooted in promoting psychological well-being, especially among the under- and un-served, through enabling consultation, multicultural competency, and an unwavering commitment to growth, healing, and human potential. Position Summary Provide exceptional leadership and oversight of the Center's clinical services to adults and older adults according to the highest level of care, ethical and professional standards, as well as meeting national regulations and laws and state licensing board requirements. Maintain agency procedural manual for clinical services for adults and older adults in compliance with local, state, and federal regulations. Responsible for an area of clinical practice in accordance with the organization's mission, goals and objectives and provides expertise and training in that area. Help to create a supportive work environment, which enables staff so that they can learn to enable their clients and their families. Responsible for implementation of clinical policies and practice. Provides clinical training, facilitation, and consultation to clinicians and supervises Community Clinical Program Directors and Clinical Directors. Performing direct clinical services for the purposes of maintaining clinical skills and participation as a member of the clinical team.
Minimum Qualifications Required
Doctorate (Ph.D. or Psy.D.) in Clinical Psychology or related field. Licensed Psychologist in the State of California. Minimum eight (8) years of clinical experience. Minimum four (4) years of clinical supervision and leadership experience. Strong knowledge of California behavioral health regulations, licensing standards, quality assurance, and clinical documentation requirements. Experience supervising multidisciplinary behavioral health teams. Proficiency with Electronic Health Records (EHR), Google Workspace, and Microsoft Office. Valid California drivers license, reliable transportation, and proof of insurance. Ability to travel between clinics throughout Alameda and Contra Costa Counties. Ability to work on-site full-time with occasional evenings and weekends.
Preferred
Multilingual abilities (Spanish, Farsi, Dari/Pashto, Punjabi, Hindi, Tamil, Urdu, Gujarati, Cantonese, Mandarin, Vietnamese, ASL, or other Bay Area languages). Community outreach, prevention, consultation, and stakeholder engagement experience. Previous nonprofit or community mental health leadership experience. Experience leading organizational change and developing clinical leaders.
Key Responsibilities Executive Clinical Leadership
Provide strategic leadership for Adult and Older Adult clinical programs. Supervise Community Clinical Program Directors, Clinical Directors, and Clinical Supervisors. Develop and implement clinical policies, procedures, and best practices. Ensure all services align with organizational mission, contracts, licensing standards, and evidence-based practices. Champion Community Mental Health and Primary Behavioral Health Clinician (PBHC) models throughout the organization. Participate as a member of senior leadership to guide agency-wide clinical strategy.
Program Development & Strategic Planning
Lead program planning, implementation, evaluation, and continuous improvement initiatives. Support organizational strategic planning and service expansion. Promote innovation through evidence-based practices and clinical research. Develop initiatives that improve client outcomes, workforce effectiveness, and operational excellence.
Operational Leadership
Partner with Operations, Finance, Human Resources, Training, and Organizational Development to support staffing, recruitment, workforce planning, and program performance. Develop Position Impact Results Frameworks (PIRFs), SMART goals, and performance expectations. Maintain staffing plans, supervision coverage, productivity standards, and operational continuity. Participate in executive decision-making and cross-functional leadership initiatives.
Quality Assurance & Regulatory Compliance
Ensure compliance with federal, state, county, licensing, and accreditation requirements. Oversee quality assurance, clinical documentation, utilization review, and audit readiness. Chair Clinical Quality Review Team (CQRT) meetings and lead corrective action planning when needed. Maintain current knowledge of behavioral health regulations and reimbursement requirements. Support risk management, grievance resolution, and clinical policy implementation.
Clinical Supervision & Workforce Development
Provide weekly individual and group supervision for licensed and pre-licensed clinicians. Mentor Community Clinical Program Directors and Clinical Supervisors. Oversee orientation, professional development, and ongoing clinical training. Support leadership development, succession planning, and employee engagement. Foster a culture of accountability, collaboration, and continuous learning.
Community Partnerships & Advocacy
Represent The Hume Center with county behavioral health departments, community partners, healthcare systems, and professional organizations. Build collaborative partnerships that improve access to behavioral health services. Participate in advisory groups, community planning efforts, and public presentations. Promote culturally responsive, equitable, and person-centered care throughout the community.
Direct Clinical Practice
Maintain a limited clinical caseload to preserve clinical expertise. Provide consultation for complex clinical cases. Support crisis intervention, assessment, treatment planning, and continuity of care as needed.

Compensation & Benefits Salary: $166,000-$192,000 annually, commensurate with experience We offer:
