Director of Supply Chain Management
Overview
The Director of Supply Chain is responsible for overseeing and optimizing the end-to-end supply chain planning and materials for Naval Systems business unit. This role involves strategic planning, procurement, logistics, inventory management, and supplier relationships to ensure the reliable and timely delivery of products to defense clients while maintaining compliance with military and government regulations.
Key Responsibilities
• Develop and manage sourcing strategies for high-specification industrial valves and associated components • Negotiate contracts with qualified vendors, ensuring compliance with defense regulations (e.g., ITAR, DFARS) • Evaluate supplier performance and maintain a reliable network of defense-compliant suppliers • Execute broad-based strategies to leverage direct material spend via LTAs, IDIQs with suppliers, mitigating direct material escalation and reducing material cost baseline • Institute dual sourcing strategies where applicable to mitigate supply chain risks • Participate in make versus buy reviews in concert with operations leader • Leads supplier summits to foster engagement and collaboration with the supply base • Creates tools to assess supplier capacity to determine production risk • Supply Chain Planning & Execution • Lead and develop the supply chain team, fostering a culture of continuous improvement and operational excellence • Prepare and manage direct material departmental budgets, forecasts, and reports related to supply chain activities • Develop an integrated suite of supply chain performance metrics and identify opportunities for cost reduction, process improvement, and risk mitigation • Create and manage demand forecasts in coordination with engineering, sales, and production • Oversee inventory management, material planning, MRP, and just-in-time delivery strategies • Lead supply chain risk assessments and develop contingency plans • Work with the planning function to assess supply chain risk and actively mitigate the risks within the three-time planning horizon by expediting where applicable • Coordinates the physical movement and storage of goods, including transportation routes, warehouse functions, and inbound/outbound logistics • Generate and manage accurate forecasts • Provide monthly, quarterly, and yearly revenue forecasts
Regulatory & Quality Compliance
• Deep understanding of defense procurement processes, military standards, and regulatory compliance (ITAR, FAR, DFARS, etc.) • Ensure supply chain processes align with industry regulations, ISO standards, and government contract requirements • Coordinate with quality assurance to manage incoming inspections and supplier audits • DFARs experience at a government level, not at a contractor level • Stays updated on laws and regulations pertaining to procurement practices • Keeping abreast of changes in government regulations, particularly those affecting procurement, accounting, and other areas related to government contracts • Developing and implementing compliance programs • Creating and maintaining policies, procedures, and training programs to ensure compliance with government requirements • Assessing compliance risks, identifying potential areas of non-compliance, and developing strategies to mitigate those risks • Conducting compliance audits, reviewing internal processes and procedures to ensure they are in line with government regulations • Reporting violations to the appropriate government authorities • Training and education - annual purchasing training, attends trainings, conferences, and transfers knowledge, educating employees about their compliance responsibilities • Coordinating with other departments to ensure compliance • Collaborating with legal, accounting, and other relevant departments to ensure a coordinated compliance effort • Ensuring proper accounting and reporting • Experience with DCMA audits - point of contact for price analysis, handles all audit documentation, corrective action requirements • Create and implement RCCA for purchase order findings for internal and external DCMA audits • Overseeing the accounting and reporting of government contracts and related costing activities, including adherence to regulations like Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) • Maintain policies and procedures associated with the 55 system, criteria derived from the DFARs clauses and DCMA CPSR guidebook
Cross-Functional Leadership
• Collaborate with engineering, manufacturing, and program management teams to meet customer delivery expectations • Lead continuous improvement initiatives across the supply chain using Lean Six Sigma or similar methodologies • Qualifications • Bachelors degree in Supply Chain Management, Industrial Engineering, Mechanical Engineering, or related field • Masters or MBA preferred • 8 years of experience in supply chain, logistics, preferably with industrial valves or mechanical components in a defense/aerospace setting • 8 years in planning/scheduling in fast-paced mixed product manufacturing • Deep understanding of DoD procurement standards, ITAR, FAR, DFARS compliance • Proficient in ERPMRP systems (e.g., Epicor, SAP) • Strong negotiation, analytical, and communication skills • Supply Chain certification (APICS, CPIM, CSCP, ISM, CPSM) is a plus • U.S. Citizenship required due to defense contracts • Security Clearance may be required or preferred
