Revised 6/6/16 WAYNE COUNTY SCHOOLS JOB DESCRIPTION Position: Evaluated by: Job Description: Qualifications: Director of Special Programs Superintendent The Director of Special Programs is responsible for the implementation, revision and monitoring of services to students with special needs and student records and the Parent/Education Resource Center; and serving as the Section 504 Coordinator. Holds or qualifies for a West Virginia Professional Administrative Certificate. Holds a West Virginia Professional Teaching Certificate endorsed in an area of special education. Holds a master's degree related to the public school program. Has a minimum of five years of special education teaching and/or educational administrative experience. Length of Employment: 261 Days Responsibilities: The Director of Special Programs shall have the following responsibilities and duties: 1. To provide purpose and direction for the schools/county. 2. To demonstrate cognitive skills to gather, analyze and synthesize information to reach goals. 3. To mange group behaviors to achieve consensus. 4. To enhance quality of total school/county organization. 5. To organize and delegate to accomplish goals. 6. To communicate effectively. 7. To administer, revise and monitor the special education delivery process including referral, screening, evaluation, eligibility, placement, instruction and reevaluation in compliance with West Virginia Board of Education Policy 2419. 8. To provide special education services for students Birth to 3 and supervise the preschool special needs program. 9. To administer the public awareness/child find program for the identification of exceptional students. 10. To administer the maintenance of records and confidentiality for exceptional students. 11. To interpret federal and state legislation and regulations affecting the education of exceptional students. 12. To prepare the budget for the Office of Special Programs. 13. To prepare all county, state and federal reports and applications required by the county, the West Virginia Department of Education and the United States Department of Education. Page 1 of 2 14. To ensure that due process and confidentiality policies are afforded all students and their parents in the special education delivery process. 15. To develop formal and informal cooperative agreements with other community agencies who provide services to exceptional students. 16. To work cooperatively with the Director of Curriculum in the development and delivery of staff development for professional and service personnel. 17. To serve as the county coordinator for the implementation of Section 504 of the Rehabilitation Act of 1973. 18. To supervise the activities of the Parent/Education Resource Center. 19. To serve as the community liaison with the RESA III Family Resource Network. 20. To provide training on the Student Assistance Program. 21. To serve as a resource person for new special education teachers participating in the Beginning Educator Internship Program. 22. To assess exceptional education professional and service personnel staffing needs. 23. To participate in the classification, accreditation and compliance process. 24. To administer the early entrance testing, extended year and summer student academy programs. 25. To assist in the recommendation of exceptional education transportation. 26. To supervise the developmental screening. 27. To supervise the Medicaid process. 28. To assume a leadership role for implementing effective schools research in areas of exceptionalities. 29. To maintain professional work habits. 30. To maintain and upgrade professional skills. 31. To perform other duties as assigned by the Superintendent. Page 2 of 2
