Position Details

Position: Director of Special Education - Tri County Area Schools

Beginning: July 1, 2026

Summary: The Director of Special Education/Intervention develops, oversees and manages day-to-day operations of special education/intervention programs and services for the district. Plan, develop and implement functions related to curriculum, instruction and staff development. Uses leadership, supervisory and administrative skills to provide sound educational programs for students who require special education services.

Qualifications:

Education and Experience: Valid Michigan teaching certificate with special education endorsement. State of Michigan Supervisors/Director approval required. Master's degree plus 5 years classroom experience, previous administrative experience preferred. Knowledge of and experience in Early Childhood programs and practices.

Demonstrated Technical Skills: Computer literacy, Catamaran, AOP, budget management, preventative maintenance program, strong computer skills pertaining to building management systems.

Human Relations Skills: An Ability to communicate effectively and relate positively with students, parents, staff, and other members of the community. Ability to effectively manage and lead district staff.

PRIMARY PERFORMANCE RESPONSIBILITIES:

LEADERSHIP AND ORGANIZATIONAL MANAGEMENT

  • Evaluate (on an ongoing basis) the special education curriculum, procedures, and individual students' needs and achievements.
  • Supervise and coordinate special education classroom programs.
  • Arrange special education transportation
  • Assist in the adaptation of school policies to include special education needs.
  • Attend special events held to recognize student achievement, and school sponsored activities.
  • Work with Principals to schedule special education staff assignments, including paraprofessionals.
  • Work with Principals to establish and maintain standards of student conduct and enforce discipline as necessary. (implementation of MDRs)
  • Help Principals coordinate caseload and schedules for ancillary staff.
  • Maintain computerized records on special education students. (MIPSE)

INSTRUCTIONAL MANAGEMENT

  • Assist administration in planning, developing and implementing functions related to curriculum, instruction and staff development.
  • Oversee the development and implementation of instructional programs in the special education program and intervention, including Alternative Education and Virtual School.
  • Assist in the provision of sound educational programs for students who require special education services.
  • Oversee professional development activities for the district in the special education programs.
  • Assist in developing a staff development program, which addresses curriculum needs in the special education programs.
  • Responsible for compiling and maintaining all special education reports, records, etc. legally required and useful.
  • Interpret the objectives and programs of the special education services to the board, staff and the public.
  • Consult with parents of students enrolled in the special education program.
  • Help teachers develop and provide intervention programs to supplement general classroom instruction.
  • Help teachers develop and provide interventions for students below benchmarks.
  • Assist at the building level with implementation of programs and services for all students
  • Assist with the in-service and training of teachers, and other special education staff.
  • Supervise and coordinate home instruction for special education students.
  • Test accommodation coordinator for State/local testing. (Collegeboard, M-Step, MiAccess, OEAA)
  • Work collaboratively with building administration to evaluate special education staff. (5D+)

POLICY AND LAW

  • Implement procedures for referral evaluation, placement, assignment, and re-evaluation of students with regard to the special education services program.
  • Supervise preparation of attendance reports and similar data necessary for reimbursement of funds, collecting of tuition for out-of-district students, and similar fiscal matters.
  • Keep informed of all legal requirements governing special education.
  • Cooperate with college and university officials regarding teacher training and preparation.
  • Coordinate district Civil Rights obligations, data collection, reporting, and submission
  • Assist with data collection and analysis for student and district improvement
  • File all reports with the ISD and State regarding special education students.
  • Title IX coordination
  • Section 504 coordination

FISCAL MANAGEMENT AND RESOURCE ALLOCATION

  • Develop budget recommendations; provide expenditure control on budgets for special education.
  • Implement procedures for purchasing special education equipment and supplies.

SUPERVISORY RESPONSIBILITIES

Assists Principals with the supervision of all employees in the special education department. Works with the Principals to coordinate the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assisting in assigning, and directing work; addressing complaints and resolving problems.
