JOB GOAL: To provide sound educational programs for children who cannot sufficiently benefit from regular classroom programs.

PERFORMANCE RESPONSIBILITIES:
1.Contribute to the development of the total school philosophy of education.
2.Assists in the adaptation of school policies to include special education needs.
3.Recommends policies and programs essential to the needs of the exceptional children.
4.Keeps informed of all legal requirements governing special education.
5.Provides leadership in establishing new programs and developing improved understanding of existing programs.
6.Develops and initiates survey programs for continuous identification of exceptional children.
7.Evaluates existing programs as an ongoing responsibility, and recommends changes and additions as needed.
8.Develops procedures for referral, securing medical reports, psychological examinations, and placement.
9.Evaluates, determines tenure, and recommends for promotion any personnel serving in the special education area.
10.Assists in recruitment, selection, and recommendation for hiring of any special education personnel.
11.Assumes responsibility for compiling, maintaining, and filing all reports and records legally required or administratively useful.
12.Develops and maintains complete and cumulative individual records of all children receiving special services or enrolled in special classes.
13.Supervises preparation of attendance reports and similar data necessary to reimbursement of funds, collecting of tuitions for out-of-district students, and similar fiscal matters.
14.Interprets the objectives and programs of the special education services to the Board, the Administration, the Staff and the Public at Large.
15.Maintains a permanent inventory of equipment purchased for special education.
16.Establishes procedures for requisitioning, ordering, and paying for special education equipment and supplies.
17.Approves all supplies, materials, and texts used by special education personnel.
18.Evaluates on an ongoing basis, the total special education program, curriculum, procedures, and individual students' needs and achievements.
19.Makes recommendations on designs, furnishings, equipment and location of new special education facilities.
20.Assumes responsibility for own professional growth and development; for keeping current with the literature, new research findings, and improved techniques; and for attending appropriate professional meetings and conventions.
21.Shall plan, implement and evaluate all phases of a comprehensive program of guidance, counseling, special education, and other support services K-12.
22.Supervise health personnel in the provision of adequate health services in the Holbrook Public Schools.
23.Arrange for proper maintenance of health records for each student enrolled in the Holbrook Public Schools.
24.Participate with principals and teachers in creating policies and procedures in regard to health issues in the public schools.
25.Arrange for transportation for special needs students in and out of district.
26.Advise the Superintendent of Schools on the allocation of funds available under PL 94-142 and any and all other special education grants.
27.Monitor all students in out-of-district placements.
28.Schedule team evaluations and team meetings to develop the students' IEP.
29.Maintain a liaison with teachers and out-of-district schools.
30.Make home visits when needed.
31.Attend and participate in team meetings for out-of-district students.
32.Complete all paperwork necessary for out-of-district students as mandated by the State Department of Special Education.
33.Help with the transition of students from out-of-district schools to collaborative or Holbrook Public School placements.
34.Maintain a log of parent and student contacts.
35.Consult with classroom teachers, the school administrator and others involved with students who are referred to out-of-district placements or those who are transitioning back to the public school or collaborative.
36.Research potential academic/therapeutic settings for students requiring out-of-district placements.
37.Provide crisis management for problems arising with out-of-district students.
38.Coordinate case management for issues relating to out-of-district students.
39.Initiate and oversee movement of adult out-of-district students through the "Turning 22" process.
40.Supervise and evaluate therapists, guidance, and special education teachers using teacher evaluation system.
