EXECUTIVE SUMMARY
This position is responsible for the overall leadership and direction of 6-12 general secondary education and instructional programs; and the collaboration and coordination of the design, implementation, and assessment of the Professional Development Plan for the district. Must possess an ability to identify professional development needs through employee input, data analysis, research and identification of best practices both within and outside the district. Through professional development programs this position is a key facilitator of change that positively affects student achievement. Coordinates closely with the Associate Superintendent and the Director of Elementary Education and Director of Curriculum, Instruction and Assessment to assure a comprehensive pre-K through 12 alignment of curriculum and instructional programs with professional development.
Position supervises and evaluates all secondary principals, head teachers, and program coordinators. Fosters the development of secondary administrative leadership through coaching and supervision, and through identification of training programs and opportunities for secondary administrators. Is also responsible for Title V Grant, Carl Perkins, and At-Risk Allowable Growth programs to include the budget, staffing and assessment.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Assists the Superintendent and Associate Superintendent in planning, developing and evaluating the district's secondary education program, and aligning the secondary levels with the elementary.
Directly supervises secondary building leadership, the development and implementation of secondary school improvement and planning process, and secondary assessment strategies and responses. Position is responsible for the evaluation of secondary principals and the oversight of secondary teacher evaluation. Supervision of secondary education includes the oversight of staffing, monitoring and developing budgets, problem resolution, and parental issues not resolved at the building level.
Makes recommendations and has oversight of policies and practices for the implementation and the assessment of results linked to ensuring gains for all students.
Must possess the ability to identify professional development strategies that will positively impact teachers' professional growth and student achievement.
Supervises assigned program coordinators in a variety of curricular areas.
Provides direct supervision and oversight of all athletic and fine arts programs. Includes budget and staffing responsibilities.
Responsible for promoting the District through positive public relations. May be called upon to present information to the media and/or Board.
Position is a Cabinet level position and acts as a key advisor to the Superintendent.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Master's degree in education with administrative license and evaluator certification required. Three to five years administrative experience (or equivalent) in secondary education with proven head principal experience. Employee is expected to demonstrate continued professional growth during tenure in position and remain current on new educational strategies.
COMMUNICATION SKILLS
Strong written and verbal communication skills are critical to the success of this position. Must possess the ability to communicate effectively with a variety of individuals and groups from diverse backgrounds. Communication will include individual to large group presentations as well as Board and media presentations. Must be an effective listener and have the ability to resolve conflict through strong communication and facilitation skills. Dual language skills are not required but are preferred.
COLLABORATIVE SKILLS
Individual must show evidence of a high degree of collaboration when working with the Board, staff, and parents to create new opportunities to embrace and implement change intended to positively impact student achievement. Collaborative and influencing skills are also important when working through conflict and toward problem resolution.
ANALYTICAL and REASONING SKILLS
Individual must have an applied background in data driven leadership and the ability to interpret data, measure program success and determine appropriate changes necessary. Individual must be able to apply principles of complex thinking to a wide range of problems and issues that may not have any historical precedent and determine solutions where none are apparent. The ability to identify resources and gather input is critical to the success of this position. Often must be able to react quickly with limited data and have the ability to reach a decision and clearly articulate that decision.
ORGANIZATIONAL SKILLS
Individual must maintain records and data relating to a wide variety of district and state requirements. Maintaining this information and meeting all reporting deadlines requires very strong organizational skills.
TECHNOLOGY SKILLS
Position requires the individual to be competent in a variety of methods in research and information gathering through technology. Must be knowledgeable of the secondary student scheduling process. The ability to present and communicate through technology is required.
ACADEMIC LEADERSHIP SKILLS
Individual must possess a proven understanding of secondary education, secondary curriculum, assessment, professional development, and school improvement. Must be able to ask appropriate questions and determine best practices both within and outside the district and then communicate and implement best practices where appropriate. Is often required to facilitate change throughout the district through professional development programs.
DECISION MAKING SKILLS
Decisions made by this individual can have lasting effects on the district. Decisions regarding assessment programs, data analysis and reporting impact the information used to make both long and short-term decisions which will have an impact and directly affect professional development, curriculum and program design.
OTHER IMPORTANT SKILLS
Numerous projects and critical deadlines require this individual to have excellent time management, project leadership as well as short and long-range planning skills. Must also possess the ability to influence others, as this position frequently must be able to facilitate change that will impact student achievement.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Position requires general office physical demands. The noise level in the work environment is usually moderate. Generally employee works inside.
OTHER DUTIES AS ASSIGNED
Will perform other duties as may be assigned by the superintendent or designee, necessary and appropriate to achievement of the program and/or District goals and objectives.
