# Job Description: Director of Pupil Services

Position Title: Director of Pupil Services / Student Services

Reports To: District Administrator / Superintendent

Classification: Administrative, Full-Time (260 Day Contract)

Location: Union Grove Union High School, Union Grove, WI

Job Summary:

The Director of Pupil Services provides strategic leadership, administration, and compliance oversight for all comprehensive student support systems within the Union Grove Union High School District. This pivotal role ensures that every Bronco possesses the capacity and receives the resource access necessary to enhance their academic, career, and social-emotional development.

The Director oversees and coordinates a multi-disciplinary team, including school counselors, school psychologists, social workers, special education personnel, and, ensuring seamless collaboration and full compliance with state (DPI) and federal mandates.

Essential Performance Responsibilities

  1. Program Leadership & Administration

Visionary Management: Direct, evaluate, and improve district-wide Pupil Services programs, including Special Education (IEP), Section 504 plans, English Learners (EL), school counseling, psychological services, social work, and health services.

Department Aligned Goals: Guide the Student Services team to effectively implement academic, career (Xello, Youth Apprenticeships), and mental health programs that align with the UGHS mission.

Staff Supervision: Recruit, supervise, mentor, and evaluate all pupil services professional and support staff (including counselors, psychologists, social workers, and special education teachers).

Budgeting: Formulate, justify, and monitor the annual Pupil Services and Special Education budgets, optimizing local, state, and federal funding sources (e.g., IDEA grants, Medicaid reimbursement).

  1. Compliance, Legal & Regulatory Oversight

State & Federal Mandates: Ensure absolute district compliance with IDEA, Office of Civil Rights, Section 504 of the Rehabilitation Act, ADA, McKinney-Vento (homelessness), and Wisconsin DPI rules.

Reporting: Prepare, verify, and submit all required state and federal reports accurately and on schedule.

Policy Development: Recommend, write, and update Board of Education policies pertaining to student records, confidentiality, child find notices, and student welfare.

  1. Student Support & Community Liaison

Advocacy & Equity: Serve as an advocate for students, an ally for teachers, and a trusted liaison for parents/guardians, ensuring cultural, racial, and special needs are prioritized in student planning.

Crisis Response: Lead the district's crisis management and mental health response teams, coordinating internal staff and external community health agencies.

Transition Services: Coordinate with feeder elementary districts (Raymond El, Yorkville El, Kansasville El, & UGES) and post-secondary pathways to ensure fluid, predictable academic and emotional transitions for arriving freshmen and graduating seniors.

Qualifications & Requirements

Licensure: Holds (or is strictly eligible for) a valid Wisconsin DPI Pupil Services Director License (80) or Director of Special Education and Pupil Services License (80).

Education: Master's Degree or higher in Educational Leadership, Special Education, School Psychology, or a closely related Pupil Services field.

Experience: Minimum of 3-5 years of successful experience in a pupil services role (Special Education, Counseling, or Psychology) with demonstrated progressive administrative or leadership responsibilities, preferably at the secondary level.

Skills:

  • Deep working knowledge of Wisconsin Special Education law, IEP procedures, and systemic interventions (such as MTSS/RTI).
  • Strong interpersonal and communication skills to navigate sensitive, high-stakes parental and legal discussions.
  • Experience utilizing student information systems (e.g., Skyward & GoIDEA) and academic planning platforms.

Physical & Work Environment

  • Must be comfortable working in a standard school and district office setting.
  • Requires the ability to attend evening Board of Education meetings and respond appropriately to district emergencies outside standard school hours.
