PRIMARY FUNCTION
As Director of Plant Operations at Bayou Bend Health System, you are under the general supervision of the Chief Financial Officer. The Director of Plant Operations is responsible for supervision and coordination of personnel and functions for the daily activities engaged in the operation and maintenance of the physical plant facilities and equipment, Emergency Management, Security and Bio-Med. This position will also be responsible for planning, coordinating, inspecting and managing all construction activities within the campus.  Serves as the Facilities Safety Officer, leads the Environment of Care Committee, Safety and Security Committee and Emergency Preparedness Committee.
RESPONSIBILITIES AND ACCOUNTABILITIES
  • Ensures integration of the department(s) into the primary functions of the organization.  Creates a collaborative, productive work environment through positive relationships with senior leadership, other directors, physicians, employees, patients/families and the community. Plans, organizes, and controls the Plant Operations department daily maintenance operation, Emergency Management, Security and Bio-Med.
  • Maintains compliance in applicable codes, rules, standards and regulations pertaining to the operation.  Stays current with all regulatory standards, city, state and federal codes.
  • Controls utility usage; manages the operation of energy management system.  Accounts for utility expenditures.
  • Supervises and coordinates all personnel in daily activities engaged in the operation and maintenance of the hospital’s physical plant facilities and equipment; staffs, schedules and manages performance issues. 
  • Coordinates and manages construction activities, special projects, and assignments as directed by hospital administration.
  • Ensures safe care to patients adhering to policies, procedures, and standards, within budgetary specifications, including time management, supply management, productivity, and accuracy of practice.
  • Promotes individual professional growth and development by meeting requirements for mandatory/continuing education, skills competency, supports department-based goals which contribute to the success of the organization; serves as preceptor, mentor, and resource to less experienced staff.
  • Oversees the Safety, Emergency Preparedness and Environment of Care committees. 
  • Plans, develops, implements and maintains of a comprehensive Emergency Preparedness program.  Serves as the content expert on the plan and can articulate to others as needed.
  • Responsible for coordinating and summarizing all capital and significant operational requests to support the Emergency Preparedness program. Presents summary requests to the CFO for review and approval.
  • Coordinates, in collaboration with CFO, fund recovery efforts during declared disasters. Coordinates with FEMA representatives and prepares and submits required documents.
  • Researches grants related to emergency preparedness.
  • Serves as the Facility Safety Officer.
  • Conducts disaster drills in accordance with state and federal requirements. Operates, maintains, and tests Emergency Operations Center (EOC) equipment and systems. Develops activation and operation procedures. Evaluates each drill for strengths and weaknesses and documents appropriately
  • Maintains procedures and checklists for positions in the Incident Command System for training programs and tabletop drills.  Ensures follow-up on improvements and/or changes identified during drills.
  • Interfaces with department personnel, neighboring agencies, local businesses, the Red Cross, EMS, fire and police departments, gas and electric companies, the county, TDH, FEMA, OES and other local, state and federal representatives in the implementation of regional training, coordinating drills and emergency preparedness/response programs.
  • Attends required meetings for HPP and ASPR grant funding requirements (ie RHPC, SETRAC and West Corridor).
  • Interacts with Human Resources to design, develop, coordinate and implement hospital-wide and site-specific training for the BBHS Emergency Management Plan.
  • Develop and implement appropriate policies and procedures.
  • Ensures completion of all employee records including but not limited to: payroll, performance evaluations, competencies, personnel action requests etc.
  • Coordinates and participates in the development, implementation and evaluation of quality improvement processes.  Maintains quality control programs, as appropriate.
  • Participates in the budget planning process by making recommendations for resources, including personnel, equipment and space as appropriate.
  • Provides 24-hour accountability of leadership by appropriate delegation, using sound decision making and critical thinking skills.
  • Requisition and order required tools, equipment and supplies for BBHS plant operation needs.
  • Functions competently in the staff role as necessary.
  • Demonstrates adaptability, problem solving and professional behavior at all times.
  • Participates in continuous Quality Improvement programs.
  • Abides by the BBHS Legal Compliance Code of Conduct.
  • Maintains patient confidentiality and appropriate handling of PHI.
  • Maintains a safe work environment and reports safety concerns appropriately.
  • Performs all other related duties as assigned.
DESIRED JOB SKILLS AND KNOWLEDGE
  • High School Diploma is required.  Bachelor’s degree in engineering or related Vocational or Technical training is preferred.
  • Five years’ plant operations experience in a healthcare or hospital setting, and supervisory experience required.
  • Current, valid driver’s license required
  • Ability to read blueprints/equipment schematics, knowledge of building codes and regulatory requirements.
  • Must possess excellent customer service, project management, and communication skills, both written and oral.
