JOB DESCRIPTION

Title: Director of Personnel Services Reports To: Assistant Superintendent of

Personnel

Salary: Administrator Salary Schedule Classification: Administrative Management

FLSA: Exempt (salaried) Work Year: 12 Months - 222 Work Days

BASIC FUNCTION:

Responsible for all functions related to certificated and classified personnel, including recruitment, selection, assignment, transfer and evaluation.

REPRESENTATIVE DUTIES:

  • Directs the recruitment program and the selection process for certificated and classified personnel
  • Responsible for the development and maintenance of applicant files including applicant's eligibility for employment
  • Establishes and maintains a system for the monitoring and maintenance of employee evaluations; assists in the development of appropriate documentation in the personnel evaluation, discipline, and dismissal process; serves on the BTSA Joint Panel
  • Oversees new employee orientation, professional growth and training programs, and assists with employee recognition programs
  • Participates in the negotiation process and maintains confidentiality of sensitive negotiation and other personnel related information
  • Supervises and evaluates the performance of assigned personnel
  • Directs the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to assigned activities and personnel
  • Communicates with other administrators and District personnel to coordinate activities and programs, resolve issues and conflicts, exchange information
  • Assists administrators in the remediation of personnel, conducts investigations
  • Provides direction and assistance in resolving employee grievances and appeals concerning certificated personnel actions
  • Attends a variety of meetings and serves on assigned committees
  • Reviews the effectiveness of recruitment, selection, and assignment practices as related to District affirmative action goals
  • Maintains a liaison with the colleges and universities to assure appropriate assignment and evaluation of student teachers
  • Assists the Assistant Superintendent of Personnel Services and advises on matters pertaining to personnel administration
  • Assists with the development of personnel policies and job descriptions
  • Other duties as assigned

KNOWLEDGE AND ABILITIES:

Knowledge and application of: Principles, practices, and trends of school personnel administration; laws, rules, regulations, and policies affecting the administration of personnel, credentialing, and evaluation; general labor relations, laws, practices, and procedures; certificated bargaining unit agreement and negotiation techniques; effective public speaking techniques.

Ability to:

  • Interpret and apply State laws and rules, education codes, and government codes
  • Maintain open communication and cooperative relationships with others, inspire individual and team development, and review processes for improvement
  • Communicate effectively, both verbally and in writing
  • Remain tactful and courteous in all matters to maintain and/or establish good public relations
  • Maintain confidentiality regarding sensitive information routinely handled in all personnel areas

CREDENTIALS, EDUCATION AND EXPERIENCE:

Credentials: Teaching Credential and Administrative Credentials; valid California Driver's License

Education: Master's degree in educational administration, personnel administration, labor relations or related field

Experience: Experience in educational administration and elementary and/or secondary teaching experience preferred
