Primary Purpose of the Organizational Unit

Campus Enterprises is dedicated to providing service excellence, delivering a high-quality experience to the campus community, enriching the student experience, and supporting student success. The division includes several units: Dining, Bookstore, Mail Services, Spartan Card, Vending, Parking, Transportation, Sustainability, and Real Estate. It comprises over 350 full-time and contracted services staff and has an annual operating budget of approximately $30 million.

POCAM oversees the University's parking and transportation resources, ensuring campus access for the community, visitors, and guests. As a receipts-supported auxiliary within Campus Enterprises, POCAM is responsible for:

  • Issuing permits for students, employees, and visitors
  • Managing event parking
  • Promoting a culture of parking compliance
  • Providing transit services to the campus community
  • Overseeing alternative transportation options
  • Implementing Transportation Demand Management strategies

POCAM manages and maintains over 8,000 parking spaces across four parking decks, approximately 80 surface lots, and a fleet of more than 20 buses. As a customer service-driven department, POCAM is committed to meeting the transit needs of the campus community and ensuring a safe and orderly parking environment through enforcing parking rules and regulations.

Position Summary

The Director of POCAM manages the development, operations, and facilities of the University's parking and transportation programs, reporting directly to the Associate Vice Chancellor for Campus Enterprises. The Director oversees all aspects and activities of the POCAM department, providing organizational leadership, fiscal oversight, strategic planning, operational implementation, business management, and policy development. Additionally, the Director identifies departmental performance goals and objectives that align with the institution's strategic plan and activates plans to achieve these goals.

The role also involves developing and implementing long-range renovation and equipment replacement plans, recommending capital budget planning, and managing capital assets. Personnel management is another key function, including hiring, supervision, evaluation, and professional development for staff. As a member of Campus Enterprises' leadership team, the Director engages in strategic planning and initiatives for Campus Enterprises and the division of Finance and Administration. Furthermore, the Director participates in University committees and working groups as a representative of the department or division.

Minimum Qualifications

  • A bachelor's degree in an appropriate area of specialization plus 8 years of relevant professional experience or a master's degree or higher in a relevant area of study plus 6 years of relevant professional experience.

Additional Required Certifications, Licensures, and Certificates Preferred Qualifications

  • Certified Auxiliary Services Professional (CASP) through the National Association of College Auxiliary Services (NACAS) or certified Parking, Transportation & Mobility Professional (PTMP) through the International Parking & Mobility Institute (IPMI)
  • Experience in:
  • Creating and managing complex budgets
  • Transportation Demand Management (TDM) planning and operations
  • Sustainability initiatives in relation to parking and transportation operations
  • Analyzing operational and budget data and making data-informed decisions

  • Address and resolve stakeholder issues or conflicts to maintain positive and productive relationships.
