Director of Multilingual Learners / Bilingual Education
Position Summary
The Director of Multilingual Learners / Bilingual Education is responsible for the development, implementation, supervision, and continuous improvement of districtwide programs and services for multilingual learners (MLs).
This role ensures that multilingual learners have equitable access to rigorous, standards-aligned instruction through the implementation of high-quality language acquisition models and research-based instructional practices.
The Director leads the design and oversight of language acquisition programs, supports schools in delivering effective instruction for MLs, and ensures compliance with all federal and state requirements.
This position plays a critical role in improving academic outcomes for multilingual learners by strengthening both language development and content access across all schools.

Qualifications
Master's Degree from an accredited college or university (Doctorate preferred)
Minimum:
Five (5) years successful teaching experience
Three (3) years experience working with multilingual learners
Experience in school or district leadership
Demonstrated expertise in:
Second language acquisition theory and practice
Bilingual education models and ESL instruction
Culturally and linguistically responsive teaching
Knowledge of:
WIDA standards and language proficiency frameworks
Federal and state requirements for MLs
Experience in urban or multilingual settings preferred
Core Responsibilities
Language Acquisition Program Design and Implementation
Lead the development and implementation of effective language acquisition models aligned to district needs and research-based practices.
Research-Based Instructional Practices for Multilingual Learners
Ensure that instructional practices for MLs are grounded in research and evidence-based approaches.
Promote strategies such as:
Explicit language instruction integrated with content
Sheltered Instruction (e.g., SIOP or similar frameworks)
Structured language supports (sentence frames, scaffolds, visuals)
Academic vocabulary development
Opportunities for structured oral language development
Support differentiation to ensure access to grade-level content
Ensure instruction reflects culturally responsive and sustaining practices
Access to Rigorous Curriculum and Content
Ensure multilingual learners have full access to standards-aligned curriculum and academic opportunities.
Data Monitoring and Student Performance
Monitor academic and language development outcomes for multilingual learners.
Professional Learning and Capacity Building
Design and implement professional learning to strengthen educator capacity to support MLs.
School Support and Coaching
Support schools in implementing high-quality programs for MLs.
Program Compliance and Accountability
Ensure compliance with all federal, state, and district requirements.
Family and Community Engagement
Promote strong engagement with multilingual families and communities.
Cross-Departmental Alignment (NES Integration)
Ensure alignment between multilingual learner supports and district systems.
Budget and Resource Management
Oversee allocation and use of resources to support ML programs.
Other Duties
Perform such other duties as assigned by the Superintendent or designee in accordance with law and regulation.

Terms of Employment
Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable employment agreements.
Evaluation
Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership evaluation procedures.
Reports To: Deputy Superintendent (Instruction & Schools)
Supervises:
Bilingual/ESL supervisors (if applicable), instructional coaches, bilingual and ESL specialists, and related support staff
Work Year: Twelve (12) Months
Classification: Affiliated/Director/Administrator - CCPSA
Minimum Starting Salary: $106,502.00
Maximum Starting Salary: $204,761.00
Residency Requirement
Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011areexemptfrom this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
