Director of Multilingual Learners / Bilingual Education

Position Summary

The Director of Multilingual Learners / Bilingual Education is responsible for the development, implementation, supervision, and continuous improvement of districtwide programs and services for multilingual learners (MLs).

This role ensures that multilingual learners have equitable access to rigorous, standards-aligned instruction through the implementation of high-quality language acquisition models and research-based instructional practices.

The Director leads the design and oversight of language acquisition programs, supports schools in delivering effective instruction for MLs, and ensures compliance with all federal and state requirements.

This position plays a critical role in improving academic outcomes for multilingual learners by strengthening both language development and content access across all schools.

Certification Requirements (NJDOE-Aligned)

In accordance with:

  • N.J.A.C. 6A:9B
  • N.J.S.A. 18A:35-15 et seq. (Bilingual Education)

Required:

  • Valid New Jersey Principal Certificate or School Administrator Certificate
  • Valid New Jersey instructional certificate
  • Bilingual/Bicultural Education Endorsement or ESL Certification
  • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
  • A valid driver's license or state issued ID, valid insurance and registration

Preferred / Additional Qualifications:

  • Supervisor Certificate
  • Advanced degree (Doctorate preferred)
  • Experience in bilingual program leadership

Qualifications

  • Master's Degree from an accredited college or university (Doctorate preferred)

  • Minimum:

  • Five (5) years successful teaching experience

  • Three (3) years experience working with multilingual learners

  • Experience in school or district leadership

  • Demonstrated expertise in:

  • Second language acquisition theory and practice

  • Bilingual education models and ESL instruction

  • Culturally and linguistically responsive teaching

  • Knowledge of:

  • WIDA standards and language proficiency frameworks

  • Federal and state requirements for MLs

  • Experience in urban or multilingual settings preferred

Core Responsibilities

Language Acquisition Program Design and Implementation

Lead the development and implementation of effective language acquisition models aligned to district needs and research-based practices.

  • Oversee bilingual education, ESL, and dual language program models
  • Ensure programs are aligned to student language proficiency levels and needs
  • Monitor implementation fidelity and effectiveness
  • Evaluate and refine program models to improve outcomes

Research-Based Instructional Practices for Multilingual Learners

Ensure that instructional practices for MLs are grounded in research and evidence-based approaches.

  • Promote strategies such as:

  • Explicit language instruction integrated with content

  • Sheltered Instruction (e.g., SIOP or similar frameworks)

  • Structured language supports (sentence frames, scaffolds, visuals)

  • Academic vocabulary development

  • Opportunities for structured oral language development

  • Support differentiation to ensure access to grade-level content

  • Ensure instruction reflects culturally responsive and sustaining practices

Access to Rigorous Curriculum and Content

Ensure multilingual learners have full access to standards-aligned curriculum and academic opportunities.

  • Support integration of language development within core instruction
  • Promote inclusion of MLs in advanced coursework and programs
  • Ensure appropriate supports are in place for content access
  • Collaborate with Curriculum and Assessment team to align materials

Data Monitoring and Student Performance

Monitor academic and language development outcomes for multilingual learners.

  • Analyze student achievement and language proficiency data
  • Use data to inform program improvements and instructional supports
  • Establish performance targets and monitor progress
  • Collaborate with Data team to ensure accurate reporting

Professional Learning and Capacity Building

Design and implement professional learning to strengthen educator capacity to support MLs.

  • Train teachers, administrators, and support staff
  • Build knowledge of second language acquisition and effective strategies
  • Provide coaching and job-embedded support
  • Develop tools and resources for effective instruction

School Support and Coaching

Support schools in implementing high-quality programs for MLs.

  • Conduct school visits and instructional walkthroughs
  • Provide guidance to principals and instructional leaders
  • Support scheduling, placement, and program implementation
  • Address instructional challenges and provide solutions

Program Compliance and Accountability

Ensure compliance with all federal, state, and district requirements.

  • Oversee identification, placement, and reclassification processes
  • Ensure adherence to NJ bilingual education laws and regulations
  • Monitor program compliance and documentation
  • Prepare required reports and audits

Family and Community Engagement

Promote strong engagement with multilingual families and communities.

  • Ensure effective communication with families in home languages
  • Support family understanding of programs and services
  • Collaborate with Family & Community Engagement department

Cross-Departmental Alignment (NES Integration)

Ensure alignment between multilingual learner supports and district systems.

  • Collaborate with Instruction, Data, Talent, and Student Services teams
  • Align language development with instructional priorities
  • Support integration of ML supports across all schools

Budget and Resource Management

Oversee allocation and use of resources to support ML programs.

  • Manage budgets, grants, and program resources
  • Ensure equitable distribution of services
  • Monitor effectiveness of resource use

Other Duties

Perform such other duties as assigned by the Superintendent or designee in accordance with law and regulation.

Terms of Employment

Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable employment agreements.

Evaluation

Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership evaluation procedures.

Reports To: Deputy Superintendent (Instruction & Schools)

Supervises:

Bilingual/ESL supervisors (if applicable), instructional coaches, bilingual and ESL specialists, and related support staff

Work Year: Twelve (12) Months

Classification: Affiliated/Director/Administrator - CCPSA

Minimum Starting Salary: $106,502.00

Maximum Starting Salary: $204,761.00

Residency Requirement

Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011areexemptfrom this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
