Position Description

POSITION DESCRIPTION:

Harris County Precinct 4 seeks a Director of Innovation. Reporting to the Chief Policy & Innovation Officer, the successful candidate will lead a team cultivating public-private partnerships and securing philanthropic and federal and state grant funding to advance Precinct 4's agenda. The ideal candidate will have a background in building partnerships, the ability to manage crucial stakeholder relationships, a drive to identify and cultivate potential new collaborators, and a successful track record in development and grants management. Additionally, the candidate should be a bold, dynamic leader capable of rallying support for causes, inspiring action from partners, and building impactful, efficient programs. This position requires occasional attendance at evening and weekend events.

Job Duties and Responsibilities:

  • Lead the Precinct 4 Innovation Team to build and execute partnerships in support of Precinct 4's residents and mission.

  • Serve as Executive Director for Precinct 4's nonprofit partner Precinct4Forward.

  • Identify, engage, and cultivate relationships with corporate entities, nonprofit organizations, philanthropic foundations, and government agencies to secure new partnerships.

  • Develop comprehensive agreements, MOUs, and strategic partnership proposals to formalize and operationalize external collaborations.

  • Research and secure federal, state, and private funding opportunities to enhance precinct programs and initiatives.

  • Coordinate across Precinct 4 divisions to align partnership initiatives with precinct priorities and ensure seamless execution.

  • Track and evaluate the success of partnerships using data-driven metrics, providing regular reports to leadership on impact and opportunities for improvement.

  • Manage program implementation, reporting, and financial oversight for strategic partnership initiatives, ensuring compliance with funding requirements.

  • Develop and implement a comprehensive strategy for grants acquisition and management.

  • Other duties may be assigned as necessary.

Education:

  • Bachelor's degree in a related field.

Experience:

  • Five (5) years of experience in strategic partnerships, fundraising, grant management, policy advising, local government, or a related field.

Knowledge, Skills, and Abilities:

  • Exceptional written and verbal communication skills.

  • Extensive knowledge of public-private partnership development, funding mechanisms, and stakeholder engagement strategies.

  • Strong sense of urgency about the work for the constituents of Precinct 4.

  • Strong leadership and interpersonal skills to facilitate collaboration across diverse stakeholders and drive successful initiatives.

  • Expertise in identifying, applying for, and managing federal and state funding opportunities.

  • Dynamic leadership style that invites partnership, builds trust, and motivates others.

  • Ability to assess problems and identify solutions in a proactive and collaborative manner.

  • Proficiency in project management and CRM tools
