IT DIRECTOR POSITION SUMMARY
Cleveland County is seeking an experienced and forward-thinking IT Director to lead the planning, development, and management of its technology systems and infrastructure. This role is responsible for ensuring that information systems effectively support county operations, drive efficiency, and align with organizational priorities, while maintaining strong security, reliability, and service delivery across all departments.

KEY RESPONSIBILITIES
Strategic Leadership & Program Oversight
  • Planning, directing and participating in program development, analyses and operations; providing technical and hardware support; managing information systems, procedures and staff; preparing and maintaining systems, records and files.
  • Maintains knowledge of developments in the area of systems and hardware and incorporates new developments into future systems of the Authority.
  • Oversee technology programs related to county system networks, workflow & systems administration, and recommend new programs and equipment beneficial to the county.
IT Systems & Technical Services
  • Provides information processing, systems counseling and guidance management personnel throughout the corporation.
  • Directs the design, development, and maintenance of systems, programs, and systems sotiware to meet management's information needs.
Policy, Security & Compliance
  • Establishes department policies, standards, practices, and security measures to ensure effective and consistent information processing operations and to safeguard information resources.
Operations & Resource Management
  • Manages departmental staffing, development, organization, hardware acquisitions, and facilities to ensure that they are consistent with the business plan of the County.
  • Administers the department's expense budget within budgetary guidelines to contribute to cost effective operation of the corporation.
People Leadership & Talent Development
  • Selects, develops, and motivates qualified staff to effectively carry out department functions and provide for the continuity of managerial and specialized skills.
  • Supervisors and Managers play a critical role in ensuring operational efficiency, team productivity, and organizational success.
  • Key areas of responsibility include but are not limited to: Team Management, Performance Monitoring & Feedback, Training & Development, Recruitment & Hiring, Onboarding, Termination & Disciplinary Actions, Compliance & Policy Adherence, Problem Solving & Communication, and Workforce Planning & Delegation
QUALIFICATIONS FOR CONSIDERATION
Minimum Qualifications
  • Bachelor's degree in Computer Science, Information Technology, or a related field
  • Six (6) or more years of progressively responsible IT experience, including supervisory responsibilities, or an equivalent combination of education and experience
  • Microsoft Certified Systems Engineer (MCSE) and/or Cisco Certified Network Associate (CCNA) preferred
Knowledge & Expertise
  • Strong knowledge of IT systems, including systems analysis, programming, and networked and batch processing environments
  • Understanding of industry standards, best practices, policies, and applicable laws and regulations
  • Familiarity with governmental or organizational IT operations and procedures
Skills & Abilities
  • Strong analytical and problem-solving skills, with the ability to evaluate complex systems and implement effective solutions
  • Ability to interpret technical information, reports, and regulatory guidance and apply it in practical settings
  • Effective written and verbal communication skills, including the ability to prepare reports, present information, and engage with a variety of audiences
  • Ability to plan, organize, and oversee departmental programs and initiatives
  • Proven leadership skills, including the ability to supervise staff, provide direction, and build collaborative relationships with internal teams and external partners

Valid driver's license with an insurable driving record

COMPENSATION
The salary range at the time of hire is expected to be between $102,000 - $133,000. The salary offered will be commensurate with experience. The County offers comprehensive benefits to complement the salary provided to staff.
