The Director of Human Resources provides strategic leadership and operational

oversight for all human resources functions across Peninsula College. This role

ensures alignment of HR practices with institutional goals, compliance with

applicable laws and regulations, and the cultivation of an inclusive, equitable, and

high-performing workplace.

Reporting to the President, and serving on President's Cabinet, the Director helps

advance the College's mission: Peninsula College, with community partners,

empowers students through impactful education and accessible support.

Together, we foster belonging, resilience, and growth. The Director plays a central

role in workforce planning, employee relations, and organizational development.

The successful candidate will have substantive knowledge and experience

interpreting and applying employment policies, negotiated agreements and State

and Federal laws and regulations. Skill in identification and resolution of

interpersonal differences between faculty, staff and administration is required.

Essential Functions:

Strategic Leadership

" Develop and implement comprehensive HR strategies aligned with the

college's mission, vision, and strategic plan

" Advise the President and fellow Cabinet members on HR policies and

organizational development

" Serve as a liaison between employees leading equity and hope work

and Cabinet

" Support change management efforts and organizational effectiveness

strategies

Talent Acquisition & Workforce Planning

" Direct recruitment, hiring, onboarding, and retention strategies for

faculty, staff, and administrators

" Ensure equitable and inclusive hiring practices

Employee & Labor Relations

" Oversee employee relations, including conflict resolution, investigations,

and disciplinary actions

" Interpret and administer collective bargaining agreements for two unions

" Serve as liaison with labor unions and legal counsel

" Promote a positive workplace culture and employee engagement

Compensation & Benefits

" Develop and manage compensation structures, salary schedules, and

classification systems

" Oversee employee benefits programs, including health, retirement, and

leave administration

" Ensure competitiveness and compliance with relevant regulations

" Conduct compensation and benefits benchmarking

Compliance & Risk Management

" Ensure compliance with federal, state, and local employment laws and

regulations

" Maintain and update HR policies and procedures

" Oversee audits, reporting, and recordkeeping (e.g., EEO, Title IX

coordination support, ADA compliance)

" Mitigate institutional risk through proactive HR practices

" Serve as the Title IX Coordinator, oversee employee training and

compliance

Training & Development

" Design and implement professional development programs for

employees and leadership

" Support performance management systems, including evaluations and

goal setting

" Promote continuous learning and leadership development

HR Operations & Systems

" Oversee accurate and timely payroll processes

" Oversee and update HR policies and procedures

" Oversee HR systems and data integrity

" Develop and track HR metrics and analytics to inform decision-making

" Manage HR staff and departmental budget

" Streamline HR processes for efficiency and effectiveness

" Participate in statewide Human Resources Commission

Qualifications

" Bachelor's degree in HR Management or relevant field required in

conjunction with additional relevant training or certification.

" Demonstrated high level experience in HR Management or related field,

with an in-depth knowledge in HR functions.

" Experience with labor relations and contract negotiations

" Experience in higher education

Preferred Qualifications

" Master's degree in HR, Organizational Leadership, or related field

" HR certification (e.g., SHRM-SCP, SPHR)

" Experience in a community college setting
