Under general direction from the Assistant City Manager, the Director of Human Resources develops, implements, manages, and coordinates talent strategies geared towards attracting and retaining engaged employees for the City of Lewisville. This position serves as a strategic partner with leadership and employees to support high performance in City departments and achieve organizational goals while mitigating employment-related liability for the organization.

Essential Functions

  • Directs and oversees department operations by developing and facilitating the development and interpretation of organizational policies, administrative directives, and procedures; providing training on policies and procedures, and partnering with departments to develop appropriate talent management strategies.
  • Researches, develops, and implements solutions to organizational human resources related issues and concerns; develops organized change strategies; establishes and documents processes that support the continuous improvement of sound business practices.
  • Acquires organizational talent through effective recruitment, selection, and onboarding strategies.
  • Measures the employee experience, including the collection, analysis, and publication of metrics of results to keep the pulse of the current organizational culture. Leverage the acquired data to inform relevant strategies and select the most impactful tactics. Partners with organizational leaders to develop interventions aimed at addressing engagement/culture issues.
  • Elevates the employee experience through effective human resources business practices, cultural activities, and employee development.
  • Supervises employees by selecting and training new employees, coaching, completing performance evaluations, and disciplining employees when necessary.
  • Manages complex and highly sensitive investigations, including allegations of discrimination and/or harassment. Monitors organizational compliance concerning employment law, City policies, and procedures; initiates any actions necessary to ensure compliance by correcting deviations or violations; maintains an awareness of new trends and advances in the profession.
  • Manages employee relations within the City by assisting and directing department directors on disciplinary and termination issues, coordinating the appeals process, and representing the City in legal challenges.
  • Directs compensation and benefits systems by overseeing classification studies, coordinating the completion of salary and benefit surveys, developing compensation and benefits proposals for the City, overseeing risk management and the benefits programs, including health and dental, retirement, deferred compensation, liability, workers compensation, property and casualty, and payroll administration.
  • Directs and oversees organizational development offerings geared towards attracting and retaining talent, provides guidance on programming ideas, works with departments for special training needs, promotes open communication, fosters positive employee relations, and supports individual growth through education and training.
  • Develops and oversees the department budget by directing the preparation and administration of the budget and approving department expenditures.
  • Act as ADA Coordinator for the City of Lewisville for employment related matters.
  • Performs all other related duties as assigned.

Position Qualifications

Education: Bachelor's degree in human resources management, Business Administration, Public Administration, or a related field. A master's degree in business or human resources administration is preferred.

Experience: Seven (7) years of progressively responsible experience in Human Resources Management, including recruitment, benefits, compensation, employee relations, training, and risk management. Five (5) years of experience at the manager level or higher, where both people and budget are managed. Experience with municipal or government HR operations preferred.

Licenses and Certifications: SPHR, SHRM-SCP, IPMA-SCP, TMHRA-CP or similar certification preferred.

Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is an acceptable substitute for the above specified education and experience requirements.

Conditions of Employment: Must submit to and pass a criminal background and pre-employment drug test. Must possess and maintain a valid State of Texas Driver's License Class "C" and good driving record as defined by City policy. An applicant who does not possess a Texas Drivers License or proper class will be allowed ten (10) working days after a job offer is made to obtain proper licensing.

Other Requirements: This position is subject to emergency operations. The individual holding this position will be required to work as usual or as needed: during emergency operations, in preparation for prolonged emergency operations and/or during recovery from prolonged emergency operations as directed by his/her direct supervisor, Department Head or designee, or the City Manager or designee.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Knowledge of: Labor laws including FLSA, ADA, Workers' Compensation, HIPAA, FMLA, COBRA, and all Equal Employment Opportunity laws; principles and practices of public sector human resources administration, including such functions as classification, compensation structures, benefits, employee relations, risk management, training, payroll, recruitment, selection, and talent management strategies; municipal government operations; budgeting and management in a municipal environment.

Skilled In: Classification and compensation administration, employee benefits and risk management, interpersonal and employee relations; supervision; recruitment and selection; job evaluation and performance evaluation systems; budgetary and problem solving; coaching, mentoring, and staff development; facilitation and presentation skills; overseeing department budget and allocate resources effectively; developing and implement long-term HR strategies aligned with city goals; building partnerships with city leadership, and elected officials; adapting to political, economic, and organizational changes; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; managing a compensation strategy using data from comparable cities and completing analysis to recommend changes to City's pay plans; personnel supervision, training, and in coordinating operations for assigned area of responsibility; organizing and directing oneself and effectively supervising others; analyzing and appraising facts and precedents in making management decisions; developing procedures and methods; interpreting and applying laws, rules, regulations, policies, directives, and procedures; and organizing, evaluating, and presenting information effectively, both verbally and in writing; using a personal computer, including Microsoft Office, e-mail, and the internet; accepting responsibility for his/her actions; performing work accurately and thoroughly; following instructions, safety practices, and standard operating procedures in performing assigned tasks; communicating effectively, clearly, and concisely both orally and in writing; being punctual and attending work regularly; and working effectively with people regardless of their age, race, ethnicity, religion, color, sex, sexual orientation, gender identity, national origin, genetics, veteran's status, or job type.

Physical Demands and Working Conditions: This is primarily a sedentary office classification, although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Monday to Thursday: 7:30 AM - 5:30 PM, Fridays: 7:30 AM to 11:30 AM.
