Description

The East Troy Community School District (ETCSD) is hiring a Director of Human Resources beginning September 1, 2026. The successful candidate will possess strong background knowledge, skills, and dispositions that support personalized learning environments by demonstrating the ability to:

Serve as an administrative advisor to the District Administrator in matters of human resources.

Serve as one of the district Title IX Coordinators and be the district Records Custodian.

Coordinate and conduct thorough investigations related to district employees.

Prepare and present personnel-related information and documents to the District Administrator and Board of Education.

Continually review and recommend updated Board policies and procedures to ensure operational efficiency and legal compliance.

Establish and monitor the effectiveness of the district's hiring, onboarding, and offboarding activities; maintain accuracy and consistency across all hiring processes. In addition, tracking of FTE's from a historical perspective.

Recommend, review, and design job applications to ensure compliance with state/federal statutes and Board policies.

Oversee the preparation and distribution of employee contracts and salary notices, utilizing financial data provided by the Director of Business Services.

Assist with the setup, implementation, training, administration, and development of the district's evaluation systems.

Assist with employee supervision/evaluation documentation and support staff improvement efforts.

Provide ongoing support, consultation, and guidance to administrators and supervisors regarding complex personnel matters and employee relations.

Oversee disciplinary processes, including documentation, suspensions, contract non-renewals, and recommendations for termination.

Direct and oversee the daily work of the Benefits Coordinator.

Serve as the primary responsible party for the administration and oversight of Workers'' Compensation claims and compliance.

Manage complex FMLA cases, Americans with Disabilities Act (ADA) accommodations, and leave of absence requests.

Serve as the primary authority for benefit administration, leading annual benefit negotiations, renewals, and open enrollment in collaboration with the Benefits Coordinator and Director of Business Services.

Serve as the primary authority for job analysis related to salary and benefits in collaboration with the Benefits Coordinator and Director of Business Services.

Serve as the primary facilitator of the Salary and Benefits Subcommittee.

Lead district recruitment efforts and marketing initiatives to attract qualified candidates and promote the public image of the district.

Prepare human resources office memos, correspondence, reports, and other documents as needed.

Assist in the design and implementation of strategic staffing efforts and planning to meet the needs of the district.

Oversee district staff engagement initiatives and organizational health strategies, providing direction to administration and utilizing progress-monitoring data to drive improvement.

Assist the District Administrator with complaints and grievances not resolved at the supervisory level.

Seek legal counsel when appropriate and assist the District Administrator with legal interventions to mitigate risk and prevent litigation.

Assist administrators in wage negotiations with employee groups.

Develop and maintain a comprehensive, accurate personnel records system for all district employees.

Develop and implement ongoing professional development around improving the district's overall organizational health.

Understand and represent sound fiscal responsibility while remaining focused on the district''s four strategic priorities.
