DIRECTOR OF GTMHCAC BEHAVIORAL HEALTH | Traverse City (Grand Traverse Mental Health Crisis and Access Center) Northern Lakes Community Mental Health Authority (NLCMHA) and Munson Healthcare are the primary partners in the development of the Grand Traverse Mental Health Crisis and Access Center (GTMHCAC). GTMHCAC Behavioral Health Director is a management position which involves the development, implementation, coordination, and operation of a service component for NLCMHA including supervision of NLCMHA employees performing Access and Crisis Services, in addition to Peer Supports and Jail Diversion services. This position requires substantial knowledge of applicable guidelines, reimbursement systems, contracting procedures, and professional knowledge of services to mentally ill and developmentally disabled consumers of the public mental health system. This position operates with considerable independence under the general supervision of the Chief Clinical Officer. A demonstrated exercise of judgement is required, as well as tact in dealing with the public and staff assigned for supervision. This position also requires the monitoring of appropriated expenditures to support the services under the direct control of the manager. ESSENTIAL FUNCTIONS: - Responsible for the development, direction, and leadership of operational, financial, programmatic and personnel activities for behavioral health services at the Grand Traverse Mental Health Crisis and Access Center (GTMHCAC), a facility that functions as a NLCMHA Access and Crisis Center. This includes establishing, meeting and continuously monitoring the goals and objectives and development of the GTMHCAC as well as working with community stakeholders. This position will have a wide array of duties; however, this position's major responsibility will be directing day-to-day operations.
- Will oversee coordination and integration of all services provided in the GTMHCAC, as well as diversion services. Behavioral health services are forecasted to include a crisis residential unit for adults and youth, crisis services including use of a Living Room model of care, short-term focused crisis intervention, including mobile crisis services, and Access staff.
- Carry out supervisory responsibilities in accordance with NLCMHA's policies and applicable laws:
- Process of interviewing, hiring, and training employees
- Conducts regular clinical supervision of team members
- Completes performance evaluations of team members
- Effectively addresses disciplinary issues when necessary
- Establish measurable performance standards and measure actual performance against those standards
- Be knowledgeable of and understand human resource policies, procedures, laws, regulations, and union contract requirements.
- Monitor and analyze financial data and utilize for decision-making regarding FTE's, staffing and an operational budget.
- Establish an annual operating and capital budget once the funding for the ARPA grant has been extinguished.
- Will be required to participate in a rotating supervisory after-hours on-call system.
- Will authorize services consistent with the NLCMHA authorization system.
- Leads and/or serves on a variety of appropriate internal and external committees to represent the Behavioral Health Services.
- Serves as a representative of Behavioral Health Services to NLCMHA in order to facilitate the shared interests and relationship between community partners of GTMHCAC.
- Lead the coordination and alignment of Behavioral Health Services and supporting disciplines across inpatient and ambulatory settings.
- Work with local and regional referring entities, community partners and other interested parties to respond to needs for access, communications, and smooth transitions of care back to the community for individuals who are experiencing a behavioral health crisis after episodes of care.
- Facilitate processes to support internal and external transitions of behavioral health care for local emergency rooms, ambulatory settings, Street Outreach, local law enforcement, and the community.
- Establish network with community behavioral health services and other health care organizations to strengthen services to underserved patients.
QUALIFICATIONS: - Master's Degree in Social Work, Psychology, or Counseling from an accredited university
- Must have licensure with the State of Michigan as a fully licensed professional:
- Licensed Masters Social Worker (LMSW) - Preferred
- Licensed Professional Counselor
- Psychologist
- Limited Licensed Masters Social Worker (LLMSW) - Considered
- Must maintain licensure
- This position requires clinical and program development/management expertise with adults with severe and persistent mental illness
- A minimum of 5 years previous clinical experience and 2 years of administrative supervision is required
