Director of Governmental & Regulatory Affairs

Position Summary

Mecklenburg Electric Cooperative is seeking an experienced and strategic Director of Governmental & Regulatory Affairs to lead the Cooperative’s legislative, regulatory, and public policy initiatives. This leadership role is responsible for developing and managing strategies that support reliable, affordable, and sustainable electric service for Cooperative members.

The ideal candidate will build strong relationships with government officials, regulatory agencies, industry organizations, and community stakeholders while serving as a trusted advisor to executive leadership on legislative and regulatory matters impacting the utility industry.

Key Responsibilities

  • Develop and implement governmental, legislative, and regulatory affairs strategies.
  • Monitor and analyze proposed legislation, regulations, and policy initiatives affecting electric cooperatives and the utility industry.
  • Represent the Cooperative before local, state, and federal agencies and governmental bodies.
  • Build and maintain strong relationships with elected officials, regulators, industry groups, and community leaders.
  • Provide strategic guidance and recommendations to executive leadership and the Board of Directors.
  • Prepare policy briefs, reports, presentations, and regulatory communications.
  • Coordinate responses to regulatory inquiries, filings, and reporting requirements.
  • Advocate for policies that support Cooperative operations and member interests.
  • Support member education and advocacy efforts related to energy and public policy issues.
  • Track emerging issues including renewable energy, grid modernization, broadband, cybersecurity, and infrastructure funding opportunities.
  • Participate in industry conferences, legislative events, and stakeholder meetings.
  • Assist with emergency response communications and restoration activities during outages or major storms.

Qualifications

Education & Licensing

  • Bachelor’s degree in Political Science, Business Administration, Public Relations, Marketing, or related field required.
  • Valid Virginia driver’s license with acceptable driving record required.

Experience

  • Minimum of five (5) years of experience in governmental affairs, legislative affairs, regulatory affairs, or related field.
  • Utility industry experience preferred.
  • Demonstrated success building relationships with political stakeholders, regulatory agencies, and government officials.
  • Experience influencing legislative and regulatory processes strongly preferred.

  • Strong understanding of legislative and regulatory processes.
  • Excellent written, verbal, presentation, and relationship-building skills.
  • Ability to analyze laws, regulations, and policy impacts.
  • Strong strategic thinking and organizational skills.
  • Ability to manage multiple priorities and work effectively under pressure.

Work Environment

This position primarily operates in an office environment but requires travel throughout and outside the Cooperative’s service territory. Occasional overnight travel, extended hours, and emergency response support may be required.
