Position Description

Department History Overview:

Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Director of Financial and Business Services Overview:

Under the supervision of the Executive Director of Harris County Resources (HCRCA) for Children and Adults, this position performs highly administrative work directing the financial affairs of the agency; work involves planning, organizing and directing the agency's financial programs, directs allocation of funds, and payment of accounts.

Duties & Responsibilities:

  • Directs the development of financial reports for internal and external users as well as budgets for all program services funded from general, grant, contract, and special funds.

  • Prepares reports on financial operations and presents the annual budget to the Board of Directors for approval.

  • Directs fiscal functions, including accounting, budgeting, purchasing, internal auditing, claims processing and approval, cash receipts and disbursements, and the preparation of financial reports and budget requests.

  • Establishes, installs and directs the maintenance of efficient accounting systems for controlling, recording, and reporting transactions of various operating funds.

  • Directs the preparation of periodic financial statements, analysis, and reports.

  • Formulates and assists in formulating and/or revises agency policies regarding the use of operating funds.

  • Directs and assists in the analysis and interpretation of expenditure patterns, budget projections, and financial position.

  • Directs operational functions by identifying program needs and supporting the development of processes and the procurement of necessary resources.

  • Provides fiscal support to the Foundation Board, including oversight of periodic financial statements, accounting, budgeting, purchasing, internal auditing, claims, cash receipts and disbursements, and financial reporting.

Supervisory Responsibilities:

  • Direct Reports: Deputy Director of Financial and Business Services, Accounting Manager, Asset Manager, Budget Analyst Manager, Grants Supervisor.
  • Oversees approximately 5 direct and 20 indirect staff.

Requirements

Education:

  • Bachelor's degree in Accounting, Business Administration, Finance, Economics or closely related field from an accredited college or university

Experience:

  • Minimum five (5) years of full-time paid work experience in accounting.

  • Minimum four (4) years of full-time paid supervisory experience in public accounting.

  • Training and experience using a personal computer with a variety of software such as Microsoft Word, Excell, and PowerPoint.

Licensure:

  • Reliable transportation with a valid Texas driver's license and auto liability insurance.
