Position Title: Director of Finance

Department: Business Services Group
Reports To: Executive Director
FLSA Status: Exempt (Full-Time)

Position Overview

The Director of Finance is responsible for the strategic leadership, oversight, and administration of all financial operations of the agency. This includes accounting, budgeting, financial reporting, compliance, and internal controls. The position ensures adherence to Generally Accepted Accounting Principles (GAAP), U.S. Department of Housing and Urban Development (HUD) regulations, and all applicable federal, state, and local requirements.

This role provides high-level financial guidance to the Executive Director and plays a key role in safeguarding the financial integrity and sustainability of the agency and its affiliated properties and entities.

Key Responsibilities

Financial Leadership & Oversight

• Direct and manage all financial operations, including accounting, budgeting, financial reporting, and audits.
• Ensure financial systems and records comply with GAAP and all applicable regulatory requirements.
• Establish and maintain strong internal controls to safeguard agency assets and ensure fiscal accountability.
• Oversee monthly and year-end closing processes, including account reconciliations and financial statement preparation.
• Lead preparation for and coordination of independent audits and financial reviews.

Budgeting & Financial Planning

• Lead the development and administration of the agency’s annual operating and capital budgets.
• Monitor financial performance, analyze variances, and implement corrective actions as needed.
• Forecast funding requirements for staffing, operations, and capital needs.
• Ensure proper segregation of duties in all financial transactions.

Compliance & Reporting

• Ensure compliance with HUD regulations, grant requirements, and public housing financial standards.
• Prepare and present financial reports to the Executive Director, Board of Commissioners, and external stakeholders.
• Maintain up-to-date knowledge of regulatory changes affecting public and affordable housing finance.

Staff Leadership & Development

• Hire, supervise, train, and evaluate Finance Division staff.
• Promote professional development and ensure completion of required training.
• Address performance issues through coaching, discipline, and corrective action as necessary.
• Foster a collaborative and accountable team environment.

Operational & Administrative Functions

• Oversee payroll processing and related reporting.
• Review and approve accounts payable and receivable transactions.
• Monitor efficiency and effectiveness of financial systems and recommend improvements.
• Oversee procurement activities in accordance with agency policies and budget constraints.

Collaboration & Representation

• Serve as liaison between the Finance Division and other departments, external agencies, and stakeholders.
• Represent the agency on boards, committees, and professional organizations as needed.
• Support funding development efforts and financial aspects of program initiatives.

Resident & Vendor Relations

• Respond to and resolve complex financial inquiries from residents, vendors, and partners.
• Ensure professional, respectful, and timely communication with all stakeholders.
• Maintain accurate documentation of communications and transactions.

Qualifications

Knowledge

• GAAP and governmental accounting standards
• HUD financial regulations and reporting systems (e.g., HUD Secure Systems)
• Public housing and affordable housing finance, including tenant-based and project-based assistance programs
• Budget development and administration in a public or nonprofit environment
• Internal controls and audit processes
• Financial systems, including Yardi Voyager and ADP (preferred)
• Basic understanding of HR and IT systems as they relate to financial operations

Experience & Education

Experience:

• Minimum of 5–7 years of progressively responsible experience in financial management
• At least 3 years in a supervisory or leadership role (e.g., Manager, Controller, or Director)

Education:

• Bachelor’s degree in Accounting, Finance, or related field required
• Master’s degree (MBA) and/or CPA designation preferred

• Participation in meetings, training sessions, and audits
