Position Summary

GCB is seeking an entrepreneurial Director of Federal Growth & Business Development to establish and scale our Federal business. This is a leadership role with ownership of the full growth lifecycle from market strategy, agency targeting, and early opportunity shaping through capture, teaming, proposal strategy, and contract award.

The successful candidate will build a sustainable multi-million-dollar pipeline, strengthen GCB's position with Federal agencies and prime contractors, and create a disciplined, repeatable growth engine focused on profitable and strategic opportunities.

Key Responsibilities

1. Federal Growth Strategy

  • Develop and execute GCB's Federal growth strategy and multi-year revenue roadmap.
  • Identify priority agencies, buying offices, programs, contract vehicles, and technology initiatives aligned with GCB's capabilities.
  • Translate market intelligence into clear agency account plans, investment priorities, and measurable growth targets.

2. Business Development & Customer Engagement

  • Shape and qualify opportunities before solicitation by building relationships with Program Managers, CIO organizations, Contracting Officers, CORs, Small Business Offices, and other key stakeholders.
  • Represent GCB at agency events, industry days, conferences, matchmaking sessions, and relevant networking forums.
  • Develop agency-specific capability statements, outreach campaigns, and thought leadership that strengthen GCB's visibility and credibility.

3. Capture, Partnerships & Proposals

  • Lead capture efforts from opportunity identification through award, including customer engagement plans, competitive analysis, incumbent assessment, win themes, and positioning.
  • Apply a structured qualification process and recommend Bid, No-Bid, Partner, or Subcontract decisions based on strategic fit, probability of award, profitability, and resource requirements.
  • Build relationships with large and mid-sized Federal contractors; negotiate teaming agreements and position GCB as a preferred delivery partner.
  • Lead proposal strategy and coordinate compliant, compelling technical, management, pricing, and past-performance responses with cross-functional teams.

4. Pipeline, Performance & Compliance

  • Maintain an accurate, decision-ready pipeline with clear visibility into opportunity stage, value, win probability, proposal status, expected award date, and forecast revenue.
  • Establish CRM discipline and provide regular reporting on pipeline health, capture progress, win rates, and growth performance.
  • Active participation in GSA events, webinars, and training to stay current on federal acquisition regulations and GSA initiatives.

Required Qualifications

  • 10+ years of experience in Federal business development, capture management, or sales, with a demonstrated record of winning government contracts.
  • Strong understanding of Federal acquisition processes and contract vehicles, including GSA MAS, GWACs, IDIQs, BPAs, task orders, SAM.gov, procurement forecasts, and agency acquisition planning.
  • Demonstrated success in capture planning, opportunity qualification, proposal leadership, and management of cross-functional pursuit teams.
  • Established relationships with Federal agencies, prime contractors, systems integrators, and relevant industry partners.
  • Excellent executive communication, negotiation, presentation, and stakeholder-management skills.
  • Ability to work independently, build new processes, and operate effectively in an entrepreneurial growth environment.

Preferred Qualifications

  • Hands-on experience managing GSA Multiple Award Schedule (MAS) contracts, including contract administration, modifications, and compliance.
  • Experience using the Vendor Support Center (VSC) and maintaining contract information.
  • Experience reporting GSA contract sales and submitting Industrial Funding Fee (IFF) payments through the FAS Sales Reporting Portal (SRP).
  • Experience using GSA eBuy to identify and respond to Requests for Quotes (RFQs) and Requests for Information (RFIs).
  • Experience managing Special Item Numbers (SINs) and maintaining appropriate Points of Contact (POCs) for GSA contracts.
  • Familiarity with the Multiple Award Schedule (MAS) Interact Community, GSA policy updates, and best practices.
  • Experience helping build or significantly grow a small or mid-sized Federal contractor.
  • Existing relationships with major Federal IT integrators and strategic partners.
  • Experience supporting DoD, DHS, VA, HHS, Treasury, GSA, or other civilian agencies.
  • Knowledge of Federal technology priorities, including AI, automation, cloud modernization, cybersecurity, zero trust, data analytics, networking, and digital transformation.
