Director of Facilities III - Candidates must be reachable on the NYS Civil Service list for this Job Title.

A Director of Facilities III is responsible for providing administrative direction to a School District's Facilities Department. The work is performed according to established policies and procedures and in accordance with applicable state, local and federal laws, rules and regulations which apply to school district facility operations and maintenance.

Assesses and provides for staff development and safety awareness in his area of responsibility.

Supervises the work of all custodial, maintenance and grounds personnel in conjunction with building principals.

Evaluates the performance of all personnel for whom he is directly responsible.

Administers programs according to negotiated agreements between the District and its employee groups.

Responsible for the development of procedures and plans for Health and Safety programs as required by federal, state and local mandates and for communicating the District's Safety Program to staff members.

Administers budget within his area of responsibility and recommends transfers between budget categories.

Develops a comprehensive custodial program, including security, to provide proper care of grounds, buildings and equipment.

Establishes schedules for inspection of buildings, facilities and special equipment by qualified staff members and/or outside agencies.

Assigns responsibility for the opening and closing of all buildings and facilities.

Responsible for the utilization of buildings and property by students, staff and the community.

Establishes a comprehensive fire protection program and provides for location of fire protection equipment, training in its use and procedures, and establishes an inspection program for fire protection equipment and annual fire inspection of facilities and grounds.

Assesses condition of facilities, equipment and grounds and make recommendations for their repair, maintenance and improvement.

Develops methods to optimize the consumption of energy in the interests of resource conservation and economy.

Establishes and administers work schedules and procedures for the ongoing custodial care and maintenance of all District building and grounds.

Participates in the recruitment, interviewing and selection of staff.

Establishes procedures for requisitioning, storage and issue of supplies.

Maintains complete record on grounds, buildings, roadways and recreational facilities including plans and specifications, inspection reports and maintenance records.

Establishes preventative maintenance and/or replacement programs for specific equipment, grounds and buildings.

Reviews the cost and nature of vandalism with administrative staff members to determine the corrective action to be taken.

Maintains, for each building, information on conditions of existing structural, electrical and mechanical (heating, ventilating and plumbing) systems as related to present codes and State Education standards.

Makes recommendations about facility and space usage to Central Office and Building Administrators. Coordinates with the District's architect on capital projects and assists in the administration of capital projects.

Supervises all outside contractors performing work on capital projects.

Acts as the designated Asbestos Compliance Officer, Health and Safety Officer, Hazmat and Right to know Officer for the District.

Establishes and maintains procedures regarding the handling and/or disposal of toxic substances.

Prepares necessary and appropriate reports.

Performs such additional duties as may be delegated by the immediate supervisor or the Superintendent of Schools.
