Job Title: Director of Facilities and Construction

Supervised by/Reports to: Superintendent/Executive Director of Human Resources and Operations

FLSA Status: Exempt

Job Summary:

  1. The purpose of this position is to effectively and efficiently manage the design, construction, start-up, and completion of the District's construction projects.

  2. Manage and use the Geographic Information System (GIS) as a resource for enrollment projections, school boundary modifications, school capacities, and property management.

  3. Manages the construction project team and develops professional relationships for coordination of facility design by outside design consultants with District personnel, state and local building officials, utility companies, other government entities and school/citizen groups.

  4. Act as a liaison to stakeholders by responding to inquiries regarding enrollment forecasts, population statistics, attendance boundaries, active housing developments, future school sites, and District's short and long-range facility plans.

  5. Manage and maintain the District's property portfolio.

Qualifications:

  1. Bachelor's degree from an accredited educational institution in Building Construction, Engineering, Architecture, Construction Management or related field preferred OR equivalent certification(s) related to the field of construction.

  2. Five (5) years of experience in school district or construction management preferred.

  3. Ability to meet the suitability criteria for employment and/or certification/licensure.

  4. Possess and maintain a valid driver's license.

  5. Ability to plan, organize, supervise evaluate all programs related to operation and maintenance of all school facilities and properties.

Performance Responsibilities and Essential Functions:

  1. Develops scope and budget for School District construction projects.

  2. Assists in the selection of design professionals, assists the design professionals in each phase of the design, and coordinates with and assists instructional and curriculum personnel in the design and construction of each project.

  3. Evaluates project design for benefits to the District, liability, construction ability, ease of maintenance, and compliance with District guidelines.

  4. Assists in the development of formal project specifications for bid purposes and review bid specifications to assure their thoroughness and accuracy in relation to approved plans.

  5. Confer with prospective contractors and solicit formal and informal bids; solicit and review proposals.

  6. Oversees the bidding or negotiating of projects and change orders.

  7. Coordinate with accounting personnel regarding work completion and authorization for payment to assure the timely payment of work completed.

  8. Review plan, estimate, and schedule work assignments on school site improvements, modification of facilities, and/or new construction projects.

  9. Monitor and assure timely and appropriate development of projects and project schedules.

  10. Coordinates site visits and pre-bid, pre-construction conferences, and attend job meetings as required.

  11. Assists with pre-qualification and post-bid requirements.

  12. Assists with monitoring construction contract compliance.

  13. Prepare reports, maintain project records, and ensure compliance with current standards, codes and ordinances.

  14. Perform periodic field visits and provide progress reports to the board as required.

  15. Manages the District's roofing program.

  16. Interacts with District staff, maintenance and capital improvements personnel, school administrators, and other school personnel, state authorities, architects, engineers, managers, supervisors, contractors, and vendors to design, develop, and schedule projects, exchange information, resolve issues, provide service, motivate, negotiate, and mediate as necessary.

  17. Keeps well informed about current trends and best practices in assigned areas of responsibility.

  18. Maintains expertise in assigned areas to fulfill project goals and objectives.

  19. Maintains a network of peer contacts through professional organizations.

  20. Attends training sessions, conferences, and workshops to stay current in areas of responsibility.

  21. Assists in developing the District budget and monitors its implementation.

  22. Prepares or oversees the preparation of all required reports and maintains appropriate records.

  23. Represents the District in a positive and professional manner.

  24. Uses appropriate styles and methods to motivate, gain commitment, and facilitate task accomplishment.

  25. Facilitates problem solving by individuals or groups.

  26. Assists in implementing the District's goals and strategic commitments.

  27. Perform other related duties as assigned.

Knowledge and Abilities:

Knowledge of:

  • Applicable local, State and federal laws, codes, ordinances, regulations, policies and procedures pertaining to the construction and repair of school facilities.
  • Construction industry practices and procedures including cost estimating, project scheduling, and project management.
  • Methods, materials, and equipment used in the construction industry related to construction, repair, and remodeling of facilities.
  • Principles and techniques of project budge development and control.
  • Contract management principles including bid preparation and evaluation, contract negotiation and contract administration.

Ability to:

  • Read and interpret construction documents, blueprints, plans and specifications.
  • Understand , interpret and apply building codes, laws, rules and regulations governing school facility construction and repair.
  • Use appropriate safety precautions and procedures.
  • Maintain effective working relationships with those contacted in the course of work, including architects, consultants, contractors, and school officials.
  • Produce oral and written reports.
  • Ability to produce and use data bases and spreadsheets.
  • Ability to use work order and project management computer systems.
  • Meet schedules and timelines.
  • Perform heavy physical labor.
  • Climb ladders.
  • Work or stand for extended periods of time.
  • Reach overhead, above the shoulders and horizontally.
  • Bend at the waist, kneel or crouch.

Physical Demands:

While performing the duties of this job, the employee is regularly required to sit, stand, walk and use hands to finger, to handle, or feel objects, equipment, or controls. The employee frequently is required to talk and hear. The employee is occasionally required to reach with hands and arms, climb stairs, bend, stoop, squat, and crouch and kneel. The employee must occasionally lift, push, pull carry and/or move up to 50 pounds. Specific vision abilities required by this job include near vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

Salary: Salary to be established by The Limestone County School's District Salary Schedule.

Terms of Employment: 240 days or Approved Contracted Number of Days
