Job Title: Director of Energy Management Wage/Hour Status: Exempt

Reports to: Chief of Operations and Infrastructure Pay Grade 07: Administrative

District Primary Purpose:

To assist and promote La Joya ISD in implementing a rigorous curriculum/instructional program that supports student success and achievement.

Department Primary Purpose:

Maintain the District in compliance to lead and manage the District's Energy Management Department to ensure compliance with Federal and State regulations pertaining to pest control, asbestos, fire, solar and other compliance regulations. Provide all students with a physical learning environment that is safe, clean, attractive, and smooth functioning. This role is critical in developing and maintaining an efficient system that delivers exceptional service, transparency, and customer satisfaction.

Education/Certification Qualifications:

  • Education/Certification: Bachelor's degree (Preferred)
  • Professional Experience: Minimum of 3 years' experience and knowledge in all aspects and laws relating to Asbestos, Pest Control, Indoor Air Quality, OSHA, ADA, Energy Management, Fire Alarms, and Communication System (Preferred)-strong organizational and leadership skills, with the capacity to develop and implement effective maintenance strategies and systems. Demonstrate ability to lead and manage diverse facility areas, including educational buildings and specialized recreational facilities.

Knowledge/Skills:

  • Correct English usage, grammar, spelling, punctuation
  • Knowledge of modern office methods and procedures; filing, business letter, and report writing techniques
  • Knowledge of record-keeping principles
  • Ability to conduct on-site inspection of all district facilities
  • Ability to use a personal computer
  • Strong organizational, communication, and interpersonal skills

Major Responsibilities and Duties:

  • Assume responsibility to ensure that all school facilities meet criteria established by regulatory agencies with respect to energy management and compliance.
  • Determine and establish detailed specifications pertaining to supplies, materials, equipment, and local contract work.
  • Recommend the purchase of necessary equipment and supplies.
  • Inspect all school buildings, grounds, and installations regularly to determine that high standards of workmanship, cleanliness, safety, and security are maintained.
  • Conduct periodic inspections of all school facilities to ensure fire safety rules and regulations are followed.
  • Organize and implement a program of preventive maintenance.
  • Keep informed of the latest trends, developments, and products in the area of energy management, innovation, and experimentation as appropriate.
  • Review regularly all security precautions and procedures, and recommend changes or reductions in service as appropriate.
  • Maintain personnel, insurance, and other records.
  • Supervise and inspect the improvement and renovation work performed by outside contractors and verify that the terms of all such contracts have been fulfilled before authorizing final payments.
  • Supervise and approve payment of contractors performing work for the district in the compliance fields.
  • Organize and implement an orientation program on proper operation and maintenance of school facilities for department personnel.
  • Conduct a continuing program of staff training and personnel development.
  • Schedule work assignments for department personnel.
  • Coordinate and schedule work for pest management control.
  • Coordinate all scheduled events for Energy Management with individual campuses.
  • Make recommendations for new energy management controls.
  • Supervise and inspect the proper operation of solar fields.
  • Supervise and inspect the proper operation of elevators.
  • Monitor and evaluate fuel consumption by the Energy & Compliance fleet to ensure efficient driving habits are enforced.
  • Perform other duties as assigned by the Chief of Operations and Infrastructure.

Supervisory Responsibilities:

  • Directly supervise Energy and Compliance team members, ensuring alignment with departmental and organizational goals.
  • Responsible for guiding team members through performance evaluations, professional development, and training initiatives.
  • Provide leadership in resolving any issues or challenges faced by the team, ensuring a high level of morale and productivity.

Working Conditions:

Work Environment:

  • Primarily office-based, with occasional site visits to project locations and operational areas.
  • Flexibility in working hours may be required to meet operational needs or deadlines.

  • Strong analytical skills to solve complex infrastructure and operational challenges.

  • Ability to walk or stand for extended periods during site inspections.
  • Ability to lift up to 25 lbs. for site visits and inspections, as necessary.

  • Exposure to varying weather conditions during field visits and inspections.
  • Occasional exposure to construction sites, with adherence to strict safety protocols.

Experience and Knowledge:

Technical Expertise:

  • Deep knowledge of infrastructure systems, including utilities, buildings, fire alarms and technology systems.
  • Expertise in infrastructure project planning, budgeting, and execution.
  • Familiarity with safety standards, regulatory requirements, and risk management strategies in infrastructure operations.
  • Proficiency in Microsoft Office Suite, project management software (e.g., MS Project, Primavera), and other relevant tools.
