POSITION: Director of Employment & Community Participation Services

STATUS: Full Time; 37.5 hours / week

SCHEDULE: Monday - Friday

LOCATION: Wilkinsburg

 

Milestone Centers, a subsidiary of Partners For Quality Inc., is a nonprofit, community-based human services agency supporting individuals with behavioral health challenges and intellectual & developmental disabilities in communities throughout Western Pennsylvania.

Responsibilities:

Director of Employment and Community Participation Services (CPS) Programs provides leadership and supports strategic efforts for Milestone’s Employment and CPS Community Based Programs. This role ensures the delivery of high-quality, person-centered services across diverse community settings while maintaining full compliance with federal, state, county, and contractual requirements. The Director will oversee daily program operations, guides teams to achieve excellence in service delivery, and promote a culture of continuous improvement. They will balance their focus between stability of current program offerings and growth. This will be achieved by attending to person-centered programming, innovation in community-based settings, strength of regulatory and quality standards, and enhancing service outcomes for the individuals Milestone serves.

  • Strategic Leadership and Planning
    • Implement strategic priorities within assigned programs by developing actionable plans, aligning staff to goals, and monitoring progress toward established outcomes
  • Change Management
    • Support organizational and programmatic change by communicating updates to staff, facilitating adoption of new processes, and identifying barriers to successful implementation
  • Daily Operational Oversight
    • Oversee daily operations of assigned programs to ensure performance standards, service quality, and compliance expectations are met; escalate issues to the Lead Director of Community Based Programs as needed
  • Managing Resources and Budgets
    • Manage program budgets by tracking expenditures, monitoring resource utilization, and maintaining cost efficiency as well as identify budget concerns and recommend adjustments to leadership
  • Team and Talent Development
    • Supervise and develop program staff through regular coaching, performance feedback, and professional development planning with working to foster a culture of accountability and high performance
  • Risk Management and Compliance
    • Ensure programs follow organizational policies, regulatory requirements, and best practices as well as identify potential risks and implement corrective actions in collaboration with the Lead Director
  • Decision Making
    • Make operational decisions within established guidelines and delegated authority while providing relevant insights and recommendations to senior leadership on program needs and trends
  • Stakeholder Influence and Relationship Management
    • Build and maintain collaborative working relationships with internal teams, community partners, and external agencies to support program success and organizational objectives
  • Knowledge, understanding of and compliance with Milestone agency specific Operational and Personnel Policies and Procedures and Partners For Quality (PFQ) Corporate Personnel Policies and Procedures
  • Obtain and maintain applicable trainings, including but not limited to, Certified Investigator, QM Certification, etc.
  • Complete other tasks as assigned

Qualifications:
  • Associate’s degree or 60 credit hours from an accredited college or university and four (4) years of work experience working directly with individuals with disabilities; OR

Bachelor’s Degree from an accredited college or university and two (2) years of work experience working directly with individuals with disabilities

  • Three (3) years of management experience
  • Valid driver's license and acceptable driving record
  • Act 34 Clearance; FBI Department of Aging and Department of Education Clearances, as applicable
Minimum Compensation: USD $65,000.00/Yr. Maximum Compensation: USD $70,000.00/Yr.

Partners For Quality provides administrative management to five subsidiary organizations that support local individuals with intellectual & developmental disabilities and behavioral health challenges. PFQ’s management services include Fiscal (including payroll), HR, IT and Communications – thus allowing subsidiaries to focus on their day-to-day priorities. Based in Pittsburgh’s South Side, we provide Intensive Behavioral Health Services, Service Coordination, Student Assistance, Parent-Child Interaction Therapy, and Family Based Mental Health programs. ACI has earned certification from the Council On Accreditation.

Citizen Care Inc. provides residential, day program, habilitation, supported employment opportunities and behavioral support services to adults with intellectual and developmental disabilities. We are a non-profit organization, accredited by the Council on Quality & Leadership. Citizen Care has locations throughout the West Hills and South Hills of Allegheny County.

Exceptional Adventures has more than 40 years of experience providing vacation opportunities, social events and monthly dances for individuals with intellectual and developmental disabilities. Our recreational and travel programs are designed to support guests in a wide variety of activities. Organized trips include motor coach, flight, train and cruise packages which are offered year-round.

Milestone Centers supports individuals with behavioral health challenges and intellectual & developmental disabilities in communities throughout Western Pennsylvania. Our Agency oversees 20 residential settings, two outpatient offices, three adult training facilities, a prevocational enterprise program, a consumer drop-in center, habilitation services, and two Health Care Quality Units in Butler and Warren, which train professionals in 18 counties. Milestone Centers has earned certification from the Sanctuary Institute for providing trauma-informed care.

The Partners For Quality Foundation conducts fundraising for all organizational services and supports.  Partners For Quality Inc. receives operating funds through various sources, private gifts, grants and special events helping the agency go “above and beyond” basic needs. The Foundation’s goal is to build and strengthen PFQ’s support resources to supplement government dollars.
