What You'll Do:

The Director of Digital Infrastructure- Project Delivery is responsible for technical program delivery, peer review oversight, QA/QC compliance, practice standardization, and national team development and training for geotechnical engineering and construction materials testing services on large-scale digital infrastructure projects nationwide. Operates as the technical delivery counterpart to the National Accounts Pursuit Team and is part of the Corporate Special Projects Group leadership for operational execution.

 

Chantilly, VA is the preferred location however, this is a National opportunity and the ideal candidate can be located in any region with established ECS operations (Mid-Atlantic, Southwest, Southeast, Florida). 

 

Responsibilities

  • Leads national technical delivery of geotechnical engineering services for hyperscale and developer digital infrastructure programs; owns quality, schedule conformance, and technical consistency across all ECS regional offices
  • Serves as the direct technical counterpart to national account managers and leadership for the Digital Infrastructure market segment; jointly accountable for practice performance, key client satisfaction, and the firm's credibility in the digital infrastructure sector
  • Develops, implements, and enforces standardized geotechnical reporting templates, investigation scopes, and QA/QC checklists aligned to hyperscale client design criteria and ECS internal standards
  • Provides Executive-level technical oversight and peer review on complex digital infrastructure sites; ensures all geotechnical deliverables conform to applicable client standards and interim deliverable requirements
  • Owns the QA/QC compliance program for digital infrastructure geotechnical deliverables
  • Partners with subsidiary Project Executives and regional teams to ensure on-schedule delivery; identifies systemic inefficiencies and implements structural corrections that improve turnaround speed without compromising technical quality
  • Provides technical guidance to ECS GeoMat professionals on field testing programs, specification requirements, and construction-phase findings without direct management of CMT operations
  • Leads development of standardized proposal content, scopes of work, and fee structures; supports the National Accounts Team on major client pursuits and strategic engagements
  • Recruits, trains, and develops senior geotechnical professionals to build a national team capable of sustaining consistent delivery across a growing digital infrastructure portfolio
  • Aligns staffing, scheduling, and resource deployment across offices and regions to meet project demands; maintains real-time visibility into national utilization and capacity
  • Collaborates with ECS subject matter experts (SMEs) on geotechnical design challenges for digital infrastructure programs - including foundation system selection, earthwork constraints, seismic site classification, rippability assessment, global stability, retaining wall design, and groundwater management
  • Stays current on client design standards, digital infrastructure development trends, fast-track construction programs, and site performance requirements; translates new standards into updated internal workflows and team training
  • Promotes knowledge sharing, cross-office collaboration, and technical mentorship across all ECS offices executing digital infrastructure work
What We're Looking For:

Required Qualifications

  • Minimum 15 years of progressive geotechnical and construction materials testing experience, including demonstrated national or multi-office program leadership responsibility on digital infrastructure or large-scale fast-track development programs
    • Experience working with hyperscale clients on digital infrastructure programs is strongly preferred. Geotechnical experience on high-complexity international projects is a bonus
  • BS in Civil Engineering required
    • MS in Geotechnical Engineering (or similar) preferred
  • P.E. License required

  • If driving for, or on behalf of, any ECS subsidiary, a valid driver's license is required
  • Deep technical expertise in geotechnical engineering as applied to large-scale, fast-track digital infrastructure development programs
  • Demonstrated ability to build, implement, and enforce national delivery standards and QA/QC protocols across geographically distributed teams
  • Proven track record managing high-volume programs of 50+ concurrent geotechnical projects across multiple offices without degradation in quality or schedule performance
  • Thorough knowledge of fast-track design and construction schedules, including investigation sequencing, interim deliverable structures, and scope escalation triggers that define hyperscale digital infrastructure programs
  • Demonstrated success developing standardized scopes of work, reporting templates, and proposal frameworks that measurably reduce turnaround time and rework
  • Ability to provide Executive-level technical oversight and peer review on complex sites involving challenging soil profiles, high-fill scenarios, karst geology, global stability and retaining wall design, seismic hazards, or compressed schedules
  • Strong geotechnical engineering experience working alongside and advising CMT professionals; able to integrate CMT scope and findings into geotechnical program delivery without directly managing CMT operations
  • Proven ability to recruit, develop, and help retain senior geotechnical talent and build a culture of technical excellence across a nationally distributed team
  • Effective cross-functional collaborator - drives alignment across regional Project Executives, office principals, SPG, and corporate leadership without relying on direct authority
  • Clear, direct communicator who translates complex technical findings into decision-ready deliverables meeting the expectations of the most demanding technical reviewers
  • Disciplined program management rigor: named owners, defined deliverable dates, explicit risk flags, and no softened gaps
  • Outstanding prioritization and organizational skills across a complex, high-volume national workload under persistent schedule pressure
  • Ability to travel up to 15% may be required
