Position Summary

The Director of Clinical Services and Quality Assurance is a newly created senior leadership role responsible for establishing and overseeing BrightPath's clinical framework and quality assurance infrastructure, ensuring services are evidence-based, person-centered, and fully compliant with Minnesota DHS and 245D standards. This role serves as BrightPath's senior clinical authority under Minnesota Statute 245D, partnering closely with department leadership and the Director of Services to align clinical practice, compliance, and quality outcomes across all programs.

This role provides direct leadership and supervision to the Quality Assurance and Training team members. The ideal candidate brings experience supporting individuals with complex behavioral, mental health, crisis respite, and acute crisis service needs within residential, HCBS, or community-based settings — and has a demonstrated ability to develop and lead staff training in those environments.

Key Responsibilities

Clinical Oversight & Positive Support Services

  • Serve as BrightPath's designated Positive Support Professional (or work toward qualification) under Minn. Stat. §245D.091
  • Conduct or oversee FBAs, PSTPs, behavioral support plans, and clinical risk reviews across all programs
  • Ensure restrictive interventions are properly authorized, documented, monitored, and compliant with 245D rule requirements
  • Provide clinical consultation and co-facilitation support for IDT meetings involving behavioral or clinical concerns

Support Plan Development & Documentation

  • Oversee quality and integrity of all individual support plans, ensuring person-centered language, measurable outcomes, and regulatory compliance
  • Partner with program leadership to develop and update support plans, health assessments, and risk protocols
  • Establish and maintain a systematic review cycle for support plans, FBAs, and clinical documentation across all service lines
  • Ensure documentation in Therap and other platforms meets person-centered and regulatory standards

Admissions & Service Planning

  • Participate in referral and admissions reviews to assess clinical appropriateness, behavioral support needs, and program fit
  • Provide clinical guidance on transition planning, behavioral stabilization, crisis response, and service coordination
  • Collaborate with operational leadership to ensure adequate staffing supports and risk mitigation strategies for individuals with complex needs

Quality Assurance & Compliance

  • Lead organizational compliance efforts related to 245D, DHS, and applicable regulations
  • Serve as clinical subject matter expert during DHS licensing surveys, OIG site visits, and corrective action processes
  • Partner with the QA Manager to develop and maintain QA systems, audits, scorecards, and corrective action plans
  • Monitor documentation, service delivery, incident reporting, and internal controls to ensure compliance

Training & Staff Development

  • Develop and deliver training to DSPs, Program Managers, and Directors on positive support strategies, behavioral de-escalation, and clinical documentation
  • Assess organizational training needs and partner with leadership to prioritize clinical and compliance-related staff development
  • Collaborate with Training leadership to integrate clinical content into onboarding and annual training programs
  • Support development of organization-wide clinical standards and quality improvement strategies

Leadership & Supervision

  • Directly supervise QA and Training leadership staff, including performance management, coaching, and professional development
  • Partner with executive leadership on policy development, operational planning, and organizational compliance initiatives
  • Participate in BrightPath's EOS/Traction operating system, including L10 meetings, Rocks, and Scorecard ownership
  • Help foster a culture of accountability, continuous improvement, and high-quality service delivery

Qualifications

Required

  • Bachelor's degree in Social Work, Human Services, Psychology, Behavioral Sciences, or related field required; master's degree preferred
  • Active licensure or credential required — qualifying credentials include LSW, LGSW, LISW, LICSW, LPCC, LADC, BCBA, BCaBA, or equivalent; candidates pursuing clinical licensure (e.g., LGSW on track to LICSW) encouraged to apply. Master's degree candidates on track to independent clinical licensure strongly preferred
  • Positive Support Professional qualification under §245D.091 preferred; or demonstrated ability and willingness to obtain
  • 2–5 years of leadership, clinical, or QA experience in a 245D, HCBS, or behavioral health environment
  • Experience supporting individuals with complex behavioral health needs or acute crisis service environments
  • Experience developing and delivering training programs for direct support or clinical staff
  • Strong experience with FBAs, PSTPs, behavioral support plans, CSPs, IAPPs, ITPs, risk assessments, MnCHOICES, and person-centered support plans
  • Working knowledge of Minnesota DHS licensing, HCBS waiver frameworks, and/or 245D Positive Support Services requirements
  • Experience with audits, compliance systems, corrective action planning, and quality assurance processes
  • Valid MN driver's license; ability to travel to residential sites across the metro area
  • Ability to pass a Minnesota DHS background study clearance

Preferred

  • Experience as a Positive Support Analyst or Positive Support Professional in a 245D licensed or HCBS setting
  • Experience with Therap or similar EHR/documentation platforms
  • Training in trauma-informed care, motivational interviewing, or evidence-based positive support frameworks
  • Experience designing curriculum or facilitating training on positive support, de-escalation, or clinical practices
  • Familiarity with adult learning principles or experience as a trainer/coach in a disability services environment
  • Experience presenting in interdisciplinary team meetings, attending licensing surveys, or interfacing with DHS licensing staff
  • Familiarity with EOS/Traction leadership systems
