  • The initial compensation for this position ranges from $131,940 to $162,270 per year; depending on experience, location, and internal equity considerations.

Overview:
Clinical Application Dept:
 
The Clinical Applications department oversees and manages all of the clinical applications that the clinical programs and administrative clinical support departments utilize. This would include our electronic health record systems (EHRS), our customer relations management systems (CRM), our clinical HIPAA-secured messaging platforms, and any other clinical applications.  This department also provides direct support and trainings for our workforce members with these clinical applications, as well as collaborate very closely with a multi-disciplinary team with projects, agency-wide initiatives, and expansion/developments of our clinical applications.
  • Reporting to the Clinical Applications Senior Director, the Director of Clinical Applications oversees an assigned portfolio of Clinical Applications, and leads cross-functional initiatives that integrate technology, people, and processes to optimize clinical operations and drive measurable outcomes.
  • This includes assessing clinical needs and use cases for potential solutions, analyzing application functionality, designing workflows, overseeing configuration and upgrades, and facilitating employee training in collaboration with the Clinical Applications team, IT, Quality Assurance, Finance, and Clinical Operations.
  • The Director of Clinical Applications supervises assigned analysts, project managers and applications trainers and other positions in Clinical Applications department as appropriate. A deep understanding of behavioral health, EHRs, CRMs, and other clinical applications and enterprise-level systems is essential.
  • The Director of Clinical Applications is a mission-critical partner to the Information Technology (IT) Department. The Director of Clinical Applications provides the IT with the requirements for the clinical applications in an assigned portfolio.

Responsibilities:
  • Provides oversight of assigned analysts, project managers, applications trainers and other roles in Clinical Applications department as appropriate.
  • Contributes to the agency’s strategic plan for implementation of clinical applications, including theEHR and the CRM.
  • Oversees assigned clinical application implementation, configuration, customization andgovernance in collaboration with IT and clinical operations.
  • Partners with Clinical Operations and other key stakeholders to identify, document, and improveclinical workflows, business processes, and system functionalities.
  • Oversees system configurations, upgrades, testing, and data validation efforts for assigned clinical applications to ensure continuity and compliance.
  • Ensures clinical applications align with regulatory, billing, and reporting requirements (e.g., Medi-Cal, HIPAA, CMS, and county-specific standards).
  • Coordinates and leads multidisciplinary workgroups to define and monitor key performance indicators (KPIs) tied to system use and process efficiency.
  • Directs development of training tools, user guides, instruction manuals and business processes to improve employee adoption and utilization of systems.
  • Analyzes business and clinical processes to identify areas for automation, standardization, or workflow redesign.
  • Supervises analysts, project managers, trainers and other roles as appropriate.
  • Supports leadership in strategic planning, vendor selection, budgeting, and system evaluation.
Qualifications:
  • Master’s degree (MA/MS/MSW/MBA/MPH) in social work, behavioral healthcare, healthinformation management, healthcare administration, public health, information systems, or a related field and (6) six or more years of relevant experience required, including (1) one year in a management or director-level role
  • Experience with EHR systems (e.g., Netsmart, Welligent, SmartCare, EPIC, Cerner, or other behavioral health platforms) required
  • Familiarity with Medi-Cal and behavioral health documentation, billing, and compliance standards
  • Demonstrated ability to lead large-scale system implementations or optimizations
  • Experience in clinical workflow redesign, process mapping, or business process improvement
  • Strong analytical skills with the ability to manage system data, reporting, and performance metrics
  • Excellent communication, project management, and team leadership skills
  • Commitment to mission-driven, trauma-informed, and equity-centered care delivery.
