Position Purpose

Advances the vision of Learning and Leading in Fort Worth ISD. Supports campuses, Teachers, Principals, and District Service Center staff in implementing a coherent PK-12 strategy to support all learners with a focus on Health Services. Ensures that the Learning and Leading Division practices are designed to close achievement and opportunity gaps throughout the District in order to ensure equity for historically marginalized students. Ensures appropriate support is provided to campuses through department personnel.

ESSENTIAL JOB FUNCTIONS

Instructional & Program Management

  • Leads and manages the strategic planning, development, implementation, evaluation, and maintenance of District Health Services.
  • Oversees preparation of District health-related emergency readiness plans and procedures for responding to health emergencies. Leads the response during and after health emergencies, in coordination with public safety officials, elected officials, nonprofit organizations, and government agencies.
  • Oversees District health-related emergency readiness planning.
  • Represents the District in local, state, regional, and national programs and meetings related to hazard vulnerability analysis, preparedness funding, program development, and mitigation, response, and recovery actions, including development of exercises with community partners.
  • Collaborates with "school emergency" committee to perform an annual risk assessment (The Texas Guide to School Health Programs); develops action plans from the prior year activities.
  • Collaborates with District personnel other teams and director of student wellbeing in developing and adhering to Communication Plans for health-related incidents or emergencies; identifies, designs, and manages the educational needs of District employees related to emergency management plans.
  • Collaborates with and strategizes with disaster exercises and drills as required [agencies might include Texas Education Agency (TEA), Tarrant County Public Health, Centers for Disease Control & Prevention (CDC), Joint Commission, Centers for Medicare & Medicaid Services (CMS), Federal Emergency Management Agency (FEMA), and Occupational Safety & Health Administration (OSHA)].
  • Determines the need for mandatory isolation of employees and students, temporary suspension of operations at locations, and identification of other measures to prevent transmission of infection to students and staff in accordance with established policies and regulatory requirements.
  • Develops and coordinates District infection prevention and control program establishes and evaluates policies and procedures relating to health care and infection control measures.
  • Oversees annual safety review of buildings and properties, evaluations of the health care staff available at each school, and reviews responses to emergencies that occurred over the past year; uses evidence from a variety of data sources to identify areas of need at each location, and common needs across the District. Oversees multiple behavioral health programs and initiatives as outlined by the Assistant Superintendent.
  • Gathers and provides feedback to District leaders regarding District goals, policies, and strategies to support the work of administrators, campus leaders, and student learning; also provides feedback to district service center personnel central office staff about ways to improve services that support schools, and student learning.
  • Works with district service center personnel central office administrators to drive changes to the District vision, strategies and policies, so they better support student learning and continuous improvement.
  • Works with the principals and district service center personnel central office administrators to determine better strategies and enact change that addresses common needs and results in customer service improvements.
  • Leads the overall operations of Health Services programs and selected behavioral health initiatives. ? Ensures that Health Services programs operate within federal, state and local regulatory requirements, including but not limited to labor laws, EEOC, ERISA, HIPAA, and OSHA.
  • Assists principals when requested in the budget preparation for individual campuses when requested.
  • Secures, evaluates, and facilitates delivery of medical materials/supplies to all campuses districtwide; monitors use of equipment and allocates funds for replacing and updating medical equipment for clinic use; oversees district-wide AED maintenance. Builds and sustains strong systems for supporting high levels of success for students participating in Health Services and selected behavioral health initiatives using data-driven decision making in a continuous improvement model.
  • Monitors and reviews student incidents and incident reporting, and provides trend analysis to campus nurses, principals, and risk management.
  • Assists and/or provides the District with planning or implementation of employee health and well-being initiatives.
  • Collaborates with other district service center personnel District departments to provide health services support districtwide.
  • Builds relationships with principals based on common goals, support, and mutual accountability.
  • Collaborates across teams/departments/divisions to align research-based and culturally responsive curriculum, practices, strategies, and resources to support the needs of all student populations.
  • Collaborates with other team leaders to build the capacity of team members in supporting nurses, teachers, principals, and other campus staff to meet the needs of students.
  • Coaches and mentors staff to build leadership skills and leadership capacity within the Division.
  • Creates and provides guidance for effective, research-based teaching practices related to Health Services.
  • Ensures practices are aligned across departments to meet the needs of all students to ensure coherence across the District.
  • Leads professional learning across the District along with other Learning and Leading personnel regarding Health Services initiatives.
  • Stays abreast of current research and trends in health services development and instruction.
  • Develops and manages equitable budgets based on department priorities and District goals.
  • Actively promotes the District's equity vision through curricular adoptions, instructional strategic Health Services supports and use of data to improve outcomes for all students with a focus on historically marginalized populations.
  • Analyzes Health Services data instructional progress to evaluate progress toward program goals and gathers other significant data relevant to the success of initiatives, grants, or programs when applicable. Implements effective and efficient assessment systems and data collection processes that provide a record of baseline measures and track longitudinal trends.
  • Implements extended learning and activities for students in collaboration with District personnel and the community.
  • Facilitates implementation of the equity protocol; observes and provides guidance in the use of appropriate equity tools and protocols. Ensures that culturally relevant learning opportunities are provided.
  • Monitors the impact of the Division through evaluating progress toward goals and gathers other significant data relevant to the success of the work.
  • Monitors goals, shares reports, and assists in developing action plans for achieving goals.

Safety

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to leadership.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Minimum Required Qualifications

  • Education:

  • Masters degree from an accredited college or university required;

  • Master's degree in a health related field nursing, preferred

  • Certification/License:

  • Valid registered nurse license from the Texas State Board of Nurse Examiners

  • Experience:

  • Required: 5 years' experience including:

  • Three years experience as public school nurse required;

  • Two years administrative and supervisory work experience in a related field required.
